Single Parent Council Tax Reduction in Milton Keynes

Raising children alone in Milton Keynes means your council tax bill hits harder because there's one income covering everything. The good news: single parents can stack multiple forms of relief, and the system gives lone parents a more generous earnings disregard than couples get.

The 25% Single Person Discount Comes First

If you are the only adult aged 18 or over living in the dwelling as your sole or main residence, you can apply for a 25% reduction on your council tax bill. Children under 18 don't count as adults for this purpose. This is a statutory discount — it's not means-tested and doesn't depend on your income or savings.

Apply through MyCouncil Tax Online at milton-keynes.gov.uk or call the council tax helpline. You'll need to confirm you're the sole adult resident. The discount is applied to your bill before any Council Tax Reduction is calculated, so it reduces the amount the CTR scheme needs to cover.

Council Tax Reduction on Top of the Discount

After the 25% single person discount reduces your bill, you can claim Council Tax Reduction to cover up to 80% of the remaining liability. Milton Keynes City Council's working-age scheme uses a means test: your weekly income is compared against your "applicable amount" (a baseline cost-of-living figure), and any excess income reduces your award by 20p per pound.

Here's where being a single parent helps. The applicable amount for a lone parent includes personal allowances plus additions for each dependent child, making the threshold higher than for a single person without children. A higher applicable amount means more of your income falls within the baseline, leaving less "excess" to erode your award.

The £25 Lone Parent Earnings Disregard

When Milton Keynes City Council calculates your countable income for CTR, they apply a standard weekly earnings disregard — the amount of your wages they ignore. For lone parents, this disregard is £25 per week, compared to £5 for a single person without children and £10 for a couple. That's an extra £20 per week of earnings the council doesn't count against you.

On top of that, if you're paying for registered childcare while working, up to £175 per week (one child) or £300 per week (two or more children) of childcare costs are deducted from your countable earnings. Between the lone parent disregard and childcare deductions, a single parent working part-time can often qualify for a substantial CTR award.

Universal Credit and Single Parent CTR

If you're claiming Universal Credit, your UC claim includes child elements and potentially the childcare costs element. When you first applied for UC, you may have been asked whether you need help with council tax — ticking "yes" triggers an automatic data transfer to Milton Keynes City Council.

If you didn't tick that box, or if you've since separated from a partner and your circumstances have changed, you need to apply for CTR directly through the council's benefits portal. UC doesn't include council tax relief — that's handled entirely by the local council.

One common trip-up: after a separation, contact the council to update its records if your ex-partner's name is still on the bill. The single person discount depends on how many qualifying adults live in the property, not on being the sole name on the bill. For CTR, Milton Keynes City Council requires the applicant and/or partner to be named on the Council Tax bill.

What You Need to Apply

Gather these before starting your application:

  • Proof of identity and address
  • Your council tax bill showing you as the liable person
  • Recent UC award statements or payslips (5 weekly or 2 monthly)
  • Two months of bank statements for every account you hold
  • Child Benefit award letter
  • Childcare cost receipts (if claiming the deduction)

The working-age capital rule excludes applicants with countable capital of £6,000 or more, regardless of income.

Combining Everything

A worked example: you're a single parent in a Band C property (roughly £1,800 annual council tax). The 25% single person discount brings that to £1,350. If your income after the lone parent disregard and childcare deduction falls at or below your applicable amount, you'd get the full 80% CTR award — reducing your bill to about £270 for the year. If you qualify under a protected category — as a care leaver under 25, recipient of a War Disablement, War Widow's or War Widower's Pension, terminally ill where a clinician confirms that death within 12 months is not unlikely, or with a mental health condition that significantly affects money management and no partner or other person who handles your finances — you could get 100% CTR and pay nothing.
