Universal Credit and Council Tax Reduction in Croydon: What You Need to Know
One of the most common and expensive mistakes Croydon residents make: assuming Universal Credit automatically covers their Council Tax. It doesn't. The UC Housing Element covers rent. Council Tax Reduction is an entirely separate scheme run by Croydon Council under local rules, and you must apply for it directly. The DWP doesn't do it for you.
Why UC Doesn't Cover Council Tax
Universal Credit is a national benefit administered by the DWP. Council Tax Reduction (which Croydon calls Council Tax Support) is a local discount administered by each billing authority under its own scheme. These are two different systems with two different applications.
When you claim UC, the DWP sends your award data electronically to Croydon Council. But that data feed is not an application. It just tells the council you're on UC — it doesn't trigger any reduction on your bill. Until you submit a separate application through Croydon's My Account portal, you're liable for the full Council Tax amount.
Residents who miss this step accumulate months of bills before realising what happened. By then, the council may have already issued a reminder or started recovery proceedings.
How UC Income Affects Your Croydon Award
Once you do apply, Croydon uses your UC data to calculate which income band you fall into. The council converts your monthly UC figures into equivalent weekly net income, then places you in one of eight bands — each spanning £50 of income.
What matters for the calculation:
- Counted: your net earnings reported through UC, plus any other income elements
- Not counted: the UC Housing Element is 100% disregarded, as are PIP, DLA, Child Benefit, and Child Maintenance
So if your UC breakdown shows £200/week in net earnings plus a £100/week Housing Element, only the £200 counts. That puts a standard working-age claimant in the 60% discount band (£158–£207.99).
When Your UC Fluctuates
This is where Croydon's income-banded scheme interacts badly with UC's monthly assessment periods. Your earnings can vary from one UC period to the next, and each change gets passed to the council via the DWP data feed. If a pay bump pushes you from one £50 band to the next, your Council Tax discount drops — sometimes by 20 percentage points.
The upside of the banded model: small fluctuations that stay within the same band don't trigger any change to your Council Tax. A shift from £180 to £195 weekly income doesn't matter because both figures sit in the £158–£207.99 band. It's only when you cross a boundary that the discount changes.

Council Tax Arrears While on Universal Credit
If you've been on UC for months without claiming CTS, you probably have arrears building up. Here's what to do:
- Apply for CTS immediately — your entitlement starts the Monday after Croydon receives your application.
- Request backdating — for an initial claim, Croydon can backdate up to one month if you can show "good cause" (serious illness, hospitalisation, or similar) for not claiming earlier.
- Report a beneficial change — if your income dropped at some point and you didn't report it, Croydon's current rules have no time limit on backdating beneficial changes of circumstances. Late notifications are backdated to the exact date the change occurred. (This is under consultation for removal in 2027/28.)
Even with backdating, you may still owe for the gap between when your UC started and when your CTS kicks in. If those arrears are unmanageable, contact StepChange (0800 138 1111) or Citizens Advice Croydon for free debt advice.
How to Claim CTS Alongside UC
The application goes through Croydon's My Account portal — not through UC, not through the Jobcentre. You'll need your UC breakdown statement showing award elements and amounts, along with bank statements, proof of identity, and any benefit award letters.
The Croydon Council Tax Reduction guide includes the complete evidence checklist and walks through exactly how UC income gets mapped to Croydon's discount bands, with worked examples for different household types.
