How to Appeal a Council Tax Support Decision in Manchester
The Two-Stage Process
If you disagree with Manchester City Council's decision on your Council Tax Support — the award amount, a backdating refusal, how non-dependant deductions were applied, or an income calculation — the law gives you a structured dispute route. It runs in two mandatory stages. You cannot skip to stage two without completing stage one.
Both stages are free. You do not need a solicitor, though you can get help from Citizens Advice Manchester or the Greater Manchester Law Centre if your case is complex.
Stage 1: Written Review by the Council
Submit a formal written grievance to Manchester City Council's Revenues and Benefits service. An email or letter counts; a phone call does not. Your grievance must specify what decision you are challenging and why you believe it is wrong.
Common grounds include:
- Income was assessed incorrectly (the council used the wrong wage figure or missed an income disregard)
- A non-dependant deduction was applied when it should have been waived (because you receive PIP daily living, DLA care, or Attendance Allowance)
- The applicable amount was calculated without the disability or carer premium you are entitled to
- Backdating was refused despite evidence of continuous good cause
- Capital was miscounted (savings below £6,000 should not generate tariff income)
The council has 2 calendar months from the date it receives your written grievance to review the decision and issue a formal written response. During this period, they can correct errors and issue a revised Decision Notice. They can also uphold the original decision with reasons.
Your council tax payment obligations are not suspended during a review. Keep paying your instalments — falling behind triggers the automated enforcement system regardless of any pending dispute.
Stage 2: Valuation Tribunal for England (VTE)
If the council rejects your grievance, or fails to respond at all within 2 months, you acquire the right to appeal to the Valuation Tribunal for England. The VTE is an independent judicial body — it is not part of Manchester City Council.
Deadlines:
- If the council issued a written rejection: you have 2 months from that rejection date to appeal to the VTE
- If the council never responded: you have 4 months from the date you originally submitted your written grievance
File within these deadlines. If you have missed one, contact the VTE promptly to ask what options remain.
The VTE can review the council's calculations, its interpretation of the local scheme rules, and its discretionary decisions, such as backdating, under Section 16 of the Local Government Finance Act 1992.

What Actually Wins at the VTE
The tribunal looks at whether the council applied its own scheme rules correctly. Successful appeals typically involve:
- Arithmetic errors: the council used the wrong gross income figure or applied the wrong non-dependant deduction rate
- Missed exemptions: a disability benefit disregard that should have been applied was overlooked
- Backdating refusals: the council refused good cause without properly considering the evidence, or applied the old 6-month limit instead of the current 12-month limit
- Procedural failures: the council did not issue a written response within 2 months, or the Decision Notice did not include required statutory information
Appeals based on disagreement with the scheme itself (wanting more than 85% support, for example) do not succeed — the VTE can only check whether the council followed its own rules.
Preparing Your Case
Gather the Decision Notice you are challenging, any correspondence with the council, the evidence you submitted with your original claim, and any additional evidence that supports your position. Write a clear statement explaining what the council got wrong, referencing the specific figures or rules involved.
The VTE offers a paper-based process (no hearing required) for straightforward cases, or an oral hearing where you present your case in person or by video. You can bring a representative — a friend, family member, or advice worker — at no cost.
