How to Appeal a Council Tax Reduction Decision in Bradford

If Bradford Council calculated your CTR award incorrectly — or refused your claim and you believe the decision is wrong — you have a statutory right to challenge it. The process has two stages: an internal revision request to the council, followed by an independent appeal to the Valuation Tribunal for England (VTE). Both are free.

Stage 1: Internal Revision Request

Your first step is a written request to Bradford Council asking them to review their decision. This is not a formal appeal — it is asking the council to look again.

Where to send it:

What to include:

  • Your council tax reference number and full name
  • The specific decision you are disputing (reference the decision notice date)
  • The exact grounds: which figure is wrong, which disregard was missed, which premium was not applied
  • Supporting evidence — payslips, UC statements, medical letters — for anything the council got wrong

Deadline: Submit within one calendar month of the decision notice date. You can submit later, but the council has no obligation to accept a late revision request.

Response: Bradford Council has two calendar months to send you a formal written response. They may uphold the original decision, revise it in your favour, or partially revise it.

A phone call to the benefits team does not count as a revision request and does not preserve your appeal deadlines. Everything must be in writing.

Stage 2: Valuation Tribunal for England (VTE)

If the council rejects your revision request, or if two calendar months pass without any response, you can appeal to the VTE. The VTE is an independent tribunal — it has no connection to Bradford Council and can overturn their decisions.

How to appeal:

  • File online through the VTE website (valuationtribunal.gov.uk)
  • The appeal must be lodged within two months of the council's revision refusal date
  • If the council never responded, you can appeal at any point after the two-month revision window has elapsed

What the VTE can review:

  • CTR entitlement calculations (income assessment, applicable amounts, tapers)
  • Effective dates and backdating decisions
  • Non-dependant deduction amounts
  • Discretionary relief outcomes

What the VTE cannot do:

  • Change Bradford's adopted scheme rules (like the 72.5% Band A cap or the 27.5% minimum payment — those are local policy, not individual calculation errors)
  • Review property valuation bands (that is the VOA's jurisdiction)

Practical Tips

Keep paying while you appeal. Submitting a revision request or VTE appeal does not suspend your obligation to pay the council tax amount shown on your current bill. If you stop paying, the council can pursue enforcement independently of the dispute.

Be specific about numbers. "I think my award is too low" is not an effective challenge. "My decision notice uses weekly income of £145 but my payslips show £128 net per week; the £17 difference is overtime that stopped in August" gives the council something to check.

Gather your decision notices. Every time your CTR changes, the council sends a revised decision notice. Keep every one — they show what income, applicable amounts, and deductions the council used, which is exactly what you need to identify a calculation error.

You do not need legal representation. The VTE hearing is designed for self-representation. It is relatively informal compared to other tribunals. Citizens Advice Bradford and Airedale (08082 787 828) can help you prepare, and their assistance is free.
