How to Apply for Council Tax Reduction in Manchester

Where to Submit Your Application

Manchester City Council's primary route for Council Tax Support is its online portal at manchester.gov.uk. The form includes a built-in entitlement calculator that estimates your award before you finish submitting.

If you cannot get online, call the Benefits Service on 0161 234 5002 (Monday to Friday, 9am to 6pm) and ask for help completing the application by phone.

The Universal Credit Shortcut (and Its Trap)

When you first apply for Universal Credit through the DWP, there is a tick box asking whether you want to claim Council Tax Support. Tick it, and the DWP sends your details to Manchester City Council automatically — your CTS claim date is the same as your UC claim date.

Here is the trap: if your Universal Credit claim is later refused or withdrawn, that automatic Council Tax Support claim dies with it. You would need to submit a brand new application directly to Manchester City Council, and your claim date resets to whenever you do that. If you are waiting on a UC mandatory reconsideration, submit a separate CTS application to the council at the same time so you do not lose weeks of entitlement.

Documents You Need Before You Start

Have these ready before opening the form — the portal times out if you leave it idle:

  • Identity: passport, UK driving licence, or birth certificate
  • National Insurance number: yours and your partner's (check a payslip or DWP letter)
  • Council tax bill: the latest Demand Notice showing your property and band
  • Income proof: last 5 weekly payslips, 3 fortnightly payslips, or 2 monthly payslips. Self-employed applicants need a trading statement covering the previous 13 weeks.
  • Bank statements: the last 2 months for every account, including Post Office, ISA, and savings accounts
  • Benefit letters: any DWP award notices for Universal Credit, PIP, DLA, ESA, or Carer's Allowance
  • Household proof: Child Benefit letters and birth certificates for dependent children

The council gives you one calendar month to supply any missing documents. If you miss that deadline, your claim can be closed and you would have to start again.

What Happens After You Submit

The portal generates an electronic confirmation with a unique claim reference number. Keep this — you will need it for any follow-up calls.

Manchester City Council cross-checks your information against DWP databases. While they process your claim, you must keep paying your council tax instalments. Filing an application does not pause your bill. If you stop paying, the council's automated recovery system sends reminders and final notices regardless of your pending claim.

Once the assessment is complete, you receive a Decision Notice showing your weekly CTS award and a revised Demand Notice adjusting your remaining instalments to reflect it.

Can Someone Else Apply on Your Behalf?

A family member, support worker, or advice centre volunteer can help you fill in the form. However, they cannot sign the declaration or receive your decision letters unless you register a formal Third Party Authorisation with the council. Ask for the form when you call the Benefits Service line.

Your claim start date is the Monday after Manchester City Council receives the application. If your council tax liability started in the same benefit week you submitted, entitlement begins on the exact date liability started — so applying quickly matters.

For the complete process mapped out with checklists, evidence trackers, and worked examples of how the 6-band UC scheme calculates your award, the Manchester Council Tax Reduction guide walks through every stage from eligibility to appeal.
