How to Appeal a Lambeth Council Tax Reduction Decision
Your Council Tax Reduction was refused, or the amount looks wrong, and the decision letter doesn't explain enough to tell whether the council made a mistake. Lambeth's appeals process has two stages — an internal reconsideration and then an independent tribunal — and both are free. But the deadlines are strict.
Stage 1: Request a Reconsideration from Lambeth
You have one month from the date on the decision letter to challenge it. Send a written request to Lambeth Council explaining exactly what you believe is wrong — the income band they assigned, the non-dependant deduction they applied, or the capital they counted. Be specific: "I disagree" without detail won't trigger a meaningful review.
Submit through:
- The online benefits contact form on lambeth.gov.uk
- Email to [email protected]
- Post to Lambeth Revenues and Benefits Service, PO Box 80771, London, SW2 9QQ
You can also request a written statement of reasons — this forces Lambeth to explain how they calculated your award, which helps you identify the exact point of disagreement before formally challenging it.
Lambeth has two months to respond to your reconsideration request. They'll either revise the decision in your favour, partially adjust it, or maintain the original decision.
Stage 2: Appeal to the Valuation Tribunal
If Lambeth maintains its decision — or fails to respond within two months — you can take it to the Valuation Tribunal for England (VTE). The VTE is completely independent from the council and can overrule Lambeth's decision on:
- Eligibility and entitlement
- Income band assignment
- Non-dependant deduction calculations
- Effective dates and backdating
The appeal must be lodged within two months of receiving Lambeth's Stage 1 response. If Lambeth never responded to your reconsideration within their two-month window, you can appeal directly to the VTE at any time after that deadline passes.
Filing an appeal is free. You can submit online through the VTE's portal. No solicitor is needed, though Citizens Advice Merton and Lambeth can help prepare your case.
You Must Keep Paying While You Appeal
This catches people off guard: lodging a reconsideration or tribunal appeal does not pause your obligation to pay council tax. You must continue paying the billed amount throughout the process. If the appeal succeeds and you've overpaid, Lambeth will refund or credit the difference.
Stopping payments while waiting for an appeal outcome will trigger the normal recovery process — reminders, summons, and potentially a liability order.

What a Strong Challenge Looks Like
The most successful reconsiderations point to a specific factual error:
- Lambeth included benefit income in their earnings calculation (they shouldn't — UC, PIP, DLA, and other benefits are disregarded)
- They applied a non-dependant deduction when you're exempt (PIP Daily Living, DLA Care, Attendance Allowance, Armed Forces Independence Payment, or registered severely sight-impaired or blind)
- They used the wrong number of dependent children
- They counted capital that doesn't belong to you or your partner
Attach evidence for the correct figure — updated payslips, a corrected bank statement, a PIP award letter they may not have seen.
Build Your Appeal Case
The Lambeth Council Tax Reduction Guide includes a decision audit worksheet and an appeal timeline tracker, so you can compare the council's figures against the actual scheme rules and hit both deadlines.
