Council Tax Reduction Appeal Letter Template: How to Challenge a Lambeth Decision
Three Routes to Challenge a Council Tax Reduction Decision
When Lambeth refuses your Council Tax Reduction claim or awards less than you expected, the decision notice gives you a one-month window from the date on the letter to challenge it with the council. Start by asking Lambeth in writing to review the decision:
- Request a reconsideration — ask Lambeth to look at the decision again, ideally with additional evidence or a clear explanation of where you believe the assessment went wrong
- Request a written statement of reasons — ask Lambeth to explain how it reached its decision so you can identify calculation errors or evidence gaps to challenge
- Appeal to the Valuation Tribunal for England (VTE) — if Lambeth maintains its decision, you can appeal within two months of its written response. If Lambeth has not replied within two months, you can appeal within four months of first contacting the council.
The council review is the first step before a tribunal appeal, and it does not remove your right to appeal. The VTE route is free, but it is a formal process with written submissions and a hearing.
What Makes a Reconsideration Letter Work
A vague letter saying "I disagree with your decision" achieves nothing. The council needs to know specifically what's wrong. Effective reconsideration letters do three things:
Name the decision. Quote your reference number, the date of the decision letter, and the specific outcome you're challenging (refusal, reduction amount, band assignment, or effective date).
Identify the error or new evidence. The most common grounds are:
- Income was calculated incorrectly (earnings from a period you no longer work, an expense the council missed, or a benefit they counted as earned income when Lambeth's scheme disregards it)
- Household composition was wrong (a non-dependant who's actually exempt, a child the council didn't include, or a partner who should be assessed separately)
- A change of circumstances wasn't applied from the correct date
- Backdating was refused but you have evidence of continuous good cause (medical evidence, bereavement, official misdirection)
Attach evidence. Every claim needs proof. If income was wrong, include the correct payslips or self-employment accounts. If you're arguing a non-dependant exemption, include the PIP or DLA award letter. If backdating was refused, include the GP letter, hospital discharge note, or death certificate that demonstrates good cause throughout the backdated period.
Structuring Your Letter
A clear structure helps the reviewing officer find your arguments quickly:
Opening paragraph: Your name, address, council tax reference number, the decision date, and a one-sentence statement that you're requesting reconsideration.
Middle section: One paragraph per ground of challenge. State what the decision got wrong, explain why, and reference the attached evidence by name ("see attached payslip for week ending 14 March 2026").
Closing paragraph: State what outcome you're requesting — approval of the claim, reassessment under a different income band, a backdated start date, or removal of a non-dependant deduction.
Keep the tone factual. The reviewing officer isn't the person who made the original decision, and a clear letter is more persuasive than an angry one.

If Reconsideration Fails
Request a written statement of reasons if you haven't already, so you can see how Lambeth reached its decision. If you still disagree, appeal to the Valuation Tribunal within two months of the written response. If Lambeth has not responded within two months of your written grievance, appeal within four months of the date you first contacted the council.
The VTE process is free. You submit your case in writing through the Valuation Tribunal Service website (valuationtribunal.gov.uk). Hearings are currently conducted remotely using online or audio-visual conferencing software. You can represent yourself or bring an adviser — Citizens Advice Merton and Lambeth (0800 254 0298) can sometimes provide representation for tribunal cases.
When to Get Free Help Instead
If writing the letter feels overwhelming, or if the amounts are significant and the case is complex, go to a free advice service rather than drafting alone. Brixton Advice Centre and Cambridge House Law Centre both take council tax appeal casework and can write the letter with you or on your behalf.
The Lambeth Council Tax Reduction guide includes an Appeal Timeline Tracker and Decision Audit Worksheet that help you spot exactly where a decision went wrong and organise your evidence before writing.
