How to Backdate Council Tax Reduction in Newcastle
If you should have been claiming Council Tax Support in Newcastle but did not apply in time, you may be able to get it backdated. The council allows working-age claimants to request up to six months of backdated support — but only if you can prove you had good reason for the delay throughout the entire period.
The Backdating Rules
Newcastle's working-age scheme permits backdating of up to six months before the date your written request reaches the council. Two conditions must both be met:
- You must show that you would have qualified for CTS during the entire backdated period — your income and savings had to be within the scheme limits at that time.
- You must demonstrate "continuous good cause" for not claiming sooner. The council needs to understand why you could not reasonably have applied during those months.
That word "continuous" matters. It is not enough to show a reason for the initial delay; you need to explain why the barrier persisted for the whole period you are asking to be covered.
What Counts as Good Cause
The council considers circumstances like:
- Serious illness or hospitalisation — you were physically or mentally unable to manage the claim
- Bereavement — the death of someone close disrupted your ability to handle administrative tasks
- Misdirection by council staff — you were told you did not need to claim, or given incorrect information about eligibility
How to Submit a Backdating Request
You can include your backdating request as part of a new CTS application through Newcastle's online portal, or submit it as a separate written request. If you are writing separately, send it to the Revenues and Benefits Service at the Civic Centre (NE1 8QH).
Either way, your request needs to set out:
- The period you want backdated
- A clear explanation of why you did not claim during that time
- Any supporting evidence — hospital discharge letters, death certificates, records of advice received, GP notes
The stronger your evidence, the less room there is for discretion to go against you.

If Your Request Is Refused
If the council rejects your backdating request, they must notify you in writing and explain their reasons. You then have the right to challenge the decision through the formal grievance process under Section 16 of the Local Government Finance Act 1992 — first to the council itself, then to the Valuation Tribunal for England if needed.
