How to Apply for Pensioner Rates Remission in Tasmania
You've checked the eligibility rules and your concession card is valid. Now you need to actually lodge the application — and in Tasmania, that means going through your local council, not the state government. Here's exactly how the process works.
Step 1: Gather Your Documents
Before you fill in anything, have these ready:
- Concession card — front and back (Pensioner Concession Card, Health Care Card, or endorsed DVA Gold Card), showing an issue date on or before 1 July 2026
- Council rates notice — the one your council mailed in July, showing your Property ID and Assessment Number
- Proof of residence — a driver's licence, utility bill, or electoral roll record confirming you live at the property
If you cannot sign the application yourself, include proof of legal authority for the person signing on your behalf — such as an Enduring Power of Attorney document.
Step 2: Get the Right Form
Every council has its own application form. The major ones:
- City of Hobart — online portal at hobartcity.com.au, or paper form from the customer service centre at 16 Elizabeth Street
- City of Launceston — downloadable PDF (Form 23-Fmx-014), accepted by email to [email protected], in person at Town Hall (18-28 St John Street), or by post
- Glenorchy City Council — online form, email, in-person, or post at 374 Main Road
- Smaller rural councils — most have a PDF form on their website or available at the front desk
If you can't find your council's form, call them directly and ask for the Pensioner Rate Remission Application.
Step 3: Sign the Centrelink Consent
Every form includes a Centrelink Confirmation eServices consent declaration. By signing it, you allow the council and the State Revenue Office to verify your concession card status electronically with Services Australia or DVA.
This is how automatic renewals work in future years — once the consent is on file, the SRO and councils run a bulk data match with Services Australia and DVA each May–June without you having to reapply.

Step 4: Submit Before 31 March 2027
Lodge the completed form with your local council by 31 March 2027 for the 2026/27 rating year. If 31 March falls on a weekend or public holiday, electronic submissions or submissions at a customer service centre on the next business day are accepted.
Timeliness is based on the council's date-received stamp, not your mailing date.
What Happens After You Lodge
The council runs an electronic verification query. If your card details match, the remission credit appears on your rate account — either reducing your next instalment or creating a credit balance if you've already paid in full.
If the automated check fails (name mismatch, expired card, address discrepancy), the council will contact you for additional evidence. Don't panic — it usually means a data entry issue, not a rejection.
One More Thing: TasWater Is Separate
Submitting your council form does not activate the TasWater water and sewerage concession. That requires a separate application directly to TasWater using Form TCSFOR03.
