Tasmania Regional Council Pensioner Rates Remission: Applying Outside the Cities
Tasmania has 29 municipal councils, and while the pensioner rates remission is a single state-wide scheme, each council runs its own application process. If you're outside Hobart, Launceston, or Glenorchy, here's what to expect.
How It Works at Regional Councils
The discount is identical everywhere: 30% of eligible rates, capped at $401 (TasWater areas) or $591 (non-TasWater areas), plus a 20% fire levy rebate. What varies is how you submit.
Most regional councils accept applications:
- In person at the council office front desk
- By post to the council's mailing address
- By email — scanned PDF form with card photos attached
Some councils have added online portals, but many still rely on paper PDFs downloadable from their websites.
Council-by-Council Notes
Kingborough Council — Kingborough publishes a downloadable application form on their website. They include clear guidance about the 1 July card issue date rule and joint ownership eligibility.
Circular Head Council — Based at 33 Goldie Street, Smithton. Circular Head uses a specific PDF application form (234.9 KB). It submits its annual claim file to the SRO in early June, and late submissions are processed in July or August. Instalment dates are 31 August, 30 November, and 26 February.
Meander Valley Council — Meander Valley's website has a dedicated "Pensioner Rebates" page that clearly explains which cards qualify and which don't. They confirm HCC eligibility but emphasise the 1 July cutoff.
Devonport, Burnie, West Tamar, and Huon Valley — Contact the council directly for their current application form. All follow the same state-wide eligibility rules and caps.
Smaller rural councils (Tasman, Break O'Day, Northern Midlands, Glamorgan Spring Bay, Dorset, Waratah-Wynyard, Latrobe, Kentish, Derwent Valley, Southern Midlands, Flinders, King Island, West Coast) — These councils typically handle applications through delegated general manager authority. Case-by-case assessment means you may deal directly with the rates officer rather than an online portal.
Non-TasWater Properties
Many regional properties — particularly in areas like Circular Head, King Island, West Coast, and parts of the Central Highlands — rely on rainwater tanks and septic systems rather than TasWater services. If your property isn't connected to TasWater, your council rates remission cap is the higher $591 (instead of $401), because you don't receive the separate TasWater concession.
The cap depends on whether the property owner is a direct TasWater customer. Confirm with TasWater if you are unsure about your property's status.

Don't Assume Your Council Will Tell You
Rural councils don't always proactively notify eligible residents about the remission. If you've recently received a concession card, moved to a new property, or taken over rate-paying responsibility for a parent's home, you need to initiate the application yourself.
