Pensioner Rates Remission Tasmania Eligibility: Which Cards Qualify

The most common reason a Tasmanian pensioner misses out on the rates remission isn't income or age — it's holding the wrong card. Not every concession card qualifies, and the distinction trips people up every year.

Cards That Qualify

Under the Local Government (Rates and Charges Remissions) Act 1991, these cards unlock the remission for both council rates and TasWater:

  • Pensioner Concession Card (PCC) — issued by Services Australia
  • Health Care Card (HCC) — issued by Services Australia (not the Commonwealth Seniors Health Card)
  • DVA Pensioner Concession Card — issued by the Department of Veterans' Affairs
  • DVA Repatriation Health Gold Card — but only with a TPI (Totally and Permanently Incapacitated) or War Widow/Widower endorsement

The card must be active on or before 1 July 2026 to qualify for the 2026/27 rating year. A card issued on 2 July or later means you'll need to wait until 2027/28.

Cards That Don't Qualify

Two commonly held cards are explicitly excluded:

  • Commonwealth Seniors Health Card (CSHC) — despite its name, it's not a Pensioner Concession Card and carries no statutory entitlement to rates remission in Tasmania
  • Tasmanian Seniors Card — this is a commercial discount card with no government rate relief attached

An unendorsed DVA Gold Card (without TPI or War Widow/er status) is also excluded.

Property and Residence Rules

Having the right card is only half the test. You must also:

  1. Own the property — your name must be on the title, or you must hold a documented life interest or occupy the property with written consent from the owner
  2. Live in it as your principal place of residence — the dwelling where you usually live, sleep, and eat as of 1 July 2026
  3. Be liable for the rates — the rates notice must be in your name or joint names

If you co-own with a non-pensioner (say, an adult child), the full remission still applies as long as at least one registered owner meets all the card and residence criteria.

Special Circumstances

  • Retirement villages: you qualify only if you receive an individual council rate notice. Where the village operator gets a single aggregated notice, individual residents cannot claim
  • Aged care entry: if you move into a nursing home, you can continue claiming on your former residence for up to two years, provided the property isn't rented out
  • Trusts and companies: properties owned by corporate entities or discretionary trusts are generally ineligible. If the trust holds the property for a natural person who meets all criteria, the SRO assesses it case by case
