Hobart, Launceston and Glenorchy Pensioner Rates Remission: How to Apply

While Tasmania's pensioner rates remission is a single state-wide scheme, the application process goes through your local council — and every council handles it slightly differently. Here's what you need to know for the four biggest municipalities.

City of Hobart

Hobart offers an online portal that opens each July at hobartcity.com.au under the "Pensioner discounts" section. You can upload a photo of your concession card digitally.

If you prefer paper, visit the customer service centre at 16 Elizabeth Street, Hobart for a form and counter lodgement. Forms are also accepted by post.

Hobart's rates notices separate general rates, fire levies, and stormwater charges clearly, making it straightforward to verify the 30% remission has been applied correctly.

City of Launceston

Launceston uses downloadable PDF forms:

  • Current year: Form 23-Fmx-014
  • Prior year (retrospective): Form 23-Fmx-011

Both are available on launceston.tas.gov.au under Rates & Charges. Submit by:

  • Email: [email protected] (attach scanned form and card photos)
  • In person: Town Hall, 18-28 St John Street, Launceston
  • Post: to the Town Hall address

Launceston requires an explicit signature on the Centrelink eServices consent section. Forms without this signature are returned.

Launceston also maintains a detailed hardship policy (document 23-Plx-011) that allows eligible pensioners to enter rate postponement agreements for up to three years and provides for interest/penalty waivers during documented hardship periods.

Glenorchy City Council

Glenorchy accepts applications through their online portal, by email, in person at 374 Main Road, Glenorchy, or by post. Their form is titled "Pensioner Rate Remission Form."

Glenorchy's automated data matching integrates directly with the council's rate billing cycle, so approved concessions typically appear faster than at some smaller councils.

Clarence City Council

Clarence processes pensioner rate remission applications through their customer service team. Contact the council directly for the current form and submission options. The eligibility rules and discount amounts are identical to every other Tasmanian council — it's a state scheme, not a local one.

The Rules Are the Same Everywhere

Regardless of which council you're in, the underlying scheme is identical:

  • 30% of eligible rates, capped at $401 (TasWater) or $591 (non-TasWater)
  • 20% fire levy rebate
  • Card must be active by 1 July 2026
  • Deadline: 31 March 2027
  • Automatic renewal if nothing changes

The only things that vary are the form names, submission channels, and whether there's an online option.
