How to Apply for Lewisham Council Tax Reduction Online

The Application Process Step by Step

Lewisham handles Council Tax Reduction applications through its BetterOff portal, which also covers Housing Benefit if you need both. You apply once and the system assesses you for both schemes. The catch is that the evidence upload is on a separate page from the main form, and that disconnect trips up a lot of applicants.

Start by creating or logging into your MyLewisham account at lewisham.gov.uk. From there, you'll find the "Apply for housing benefit or council tax reduction" link, which routes you to the BetterOff application form.

The form asks for your household details, income sources, savings, and housing costs. Have these ready before you start:

  • National Insurance number for you and your partner
  • Your council tax account number (on your bill)
  • Universal Credit breakdown statement or recent payslips (5 weekly, 3 fortnightly, or 2 monthly)
  • Three months of bank statements for every account you hold, including zero-balance ones
  • Tenancy agreement or mortgage statement
  • Student certificates for any full-time students in the household

Uploading Evidence

After submitting the main form, you need to upload supporting documents through Lewisham's separate evidence portal. This is where most delays start. The council won't begin processing until they have everything, and the evidence link isn't always obvious from the confirmation page.

Upload clear scans or photos. Make sure bank statements show the account holder name, sort code, and three consecutive months of transactions. For Universal Credit, the full UC breakdown showing every element is what they need — not just the payment summary from your journal.

How Long Does It Take

Lewisham's published target is 10 working days from receipt of a complete application with all evidence. In practice, that target holds when your documents are all there from day one.

If evidence is missing, the council sends a request letter. You get one calendar month to respond. During that month your claim stays open but unprocessed, and council tax billing continues as normal — reminders, payment demands, the lot. If you don't respond within a month, they suspend your claim for another month. After two months of silence, they close it entirely and you have to start over.

Your Claim Start Date

Your CTR starts from the Monday following the date you submit your completed application. If you become liable for council tax at a property and submit your claim within the same benefit week (Monday to Sunday), it starts from your first day of liability.

This matters because every day between moving in and submitting counts as a gap. A claim submitted on a Thursday starts the following Monday — four days of uncovered council tax. There's no automatic backdating for working-age claimants; getting that requires a separate request with proof of good cause.

After the Decision

The council sends a formal decision notice showing exactly how they calculated your award: your assessed income, applicable amount, taper deduction, non-dependant deductions, and the final weekly CTR figure.

The award appears as a credit on your council tax account. You'll receive a revised annual bill showing the original charge, the CTR credit, and your new monthly instalment amounts. CTR is never paid as cash into your bank account.

If the figures look wrong — the income assessment doesn't match your payslips, or a disregard wasn't applied — you have the right to challenge the decision. The Lewisham Council Tax Reduction guide includes a decision notice audit worksheet that walks you through checking every line of the calculation before deciding whether to appeal.
