How to Apply for Council Tax Reduction in Hillingdon

The Application Route Most People Miss

Hillingdon Council processes Council Tax Reduction applications through its NEC-powered self-service portal — the same system it uses for Housing Benefit claims. You create an account, fill in your household details, upload evidence, and submit. The form lets you save your progress for up to 14 days using a unique electronic transaction key, so you don't have to complete everything in one sitting.

The portal runs nightly maintenance between 23:15 and 00:15. If you're filling in the form late at night and it suddenly locks you out, that's the maintenance window — not a technical fault.

One critical point that catches people out: claiming Universal Credit does not automatically start a Council Tax Reduction claim. The DWP sends Hillingdon a data feed when you claim UC, but the council does not treat that as a formal CTR application. You must submit a separate application through the Hillingdon portal. If you don't apply within one month of your UC claim date, you could lose backdated entitlement.

What the Online Form Asks For

The application collects information across several categories:

  • Personal details: your name, date of birth, National Insurance number, and your partner's if applicable
  • Property: your address and who else lives there (every adult counts as either a partner, dependant or non-dependant)
  • Income: wages, Universal Credit payments, other benefits, pensions and any other income for both you and your partner
  • Capital: bank balances, savings accounts, ISAs and any other assets — the combined total must not exceed £6,000

You'll also need to declare any non-dependant adults living with you. Each one triggers a flat £12 per week deduction from your CTR award, unless they're a full-time student or receiving State Pension Credit.

Uploading Your Evidence

The portal accepts digital uploads alongside the form. You'll need:

  • Two months of unredacted bank statements for every account you hold
  • Recent payslips (two monthly or five weekly)
  • Your full Universal Credit statement showing the breakdown of elements
  • Proof of identity and National Insurance number
  • Any disability benefit award letters if you're claiming the Band 2 disability rate

Hillingdon explicitly rejects redacted documents. Blacking out transactions you consider irrelevant will delay your claim or trigger an outright evidence rejection.

If you can't upload everything with the initial form, send supplementary documents through the evidence portal or by email to [email protected] within one month, or within a longer period if the council considers it reasonable.

If You Can't Apply Online

Paper application forms aren't distributed as standard, but Hillingdon provides alternatives for residents who are digitally excluded or have a disability. Call 0300 123 1384 to request a paper form or to complete the application over the phone with assistance.

What Happens After You Submit

Once your application is received, the council verifies your evidence against your declarations. The assessment follows this sequence:

  1. Capital check — if your savings exceed £6,000, the claim is refused immediately
  2. Income band assignment — your net income (after a £25 weekly earnings disregard) is mapped against the household-type grid
  3. Non-dependant deductions — £12 per week subtracted for each qualifying non-dependant
  4. Minimum award test — if the calculated weekly CTR falls below £3, no award is made

If everything checks out, the council issues a Decision Notice detailing your income band, award percentage and remaining liability. The award is applied directly as a credit to your Council Tax account — you won't receive cash or a bank transfer.

Your claim normally starts from the Monday after the council receives your application. If you submitted within the same benefit week as your initial contact, the date of contact is honoured instead.

Getting It Right the First Time

The most common reason for delayed Hillingdon CTR claims is incomplete evidence. Before you open the portal, gather every document you'll need, make sure bank statements are unredacted and cover two consecutive months, and confirm your capital does not exceed £6,000.
