Hillingdon Council Tax Reduction Eligibility: Who Qualifies in 2026/27

The Basic Qualifying Conditions

To qualify for Council Tax Reduction in Hillingdon under the 2026/27 scheme, you must meet all of these conditions simultaneously:

  • You're liable for Council Tax — your name (or your partner's) appears on the council tax demand notice for a domestic property in Hillingdon
  • It's your sole or main residence — second homes and investment properties don't qualify
  • You're 18 or over and haven't yet reached State Pension Credit qualifying age (for the working-age scheme)
  • Your combined assessable capital does not exceed £6,000 — this includes bank accounts, ISAs and any other capital held by you and your partner together
  • You have qualifying immigration status — you must have the right to reside and be habitually resident in the UK, Channel Islands, Isle of Man or Republic of Ireland

That last point means anyone with "No Recourse to Public Funds" on their immigration status is excluded from the scheme entirely, regardless of income.

Working-Age vs Pensioner Schemes

Hillingdon runs two completely separate Council Tax Reduction schemes, and the rules differ substantially.

Working-age scheme (Hillingdon's own local design):

  • Income-banded model with award percentages of 75%, 55%, 35% or 15%
  • Capital limit of £6,000 — one penny over and you're ineligible
  • Maximum award capped at 75% of your net Council Tax (at Band D equivalent)
  • £3 per week minimum threshold — if your calculated award falls below this, you get nothing

Pensioner scheme (national regulations, not locally designed):

  • Means-tested taper similar to the old Council Tax Benefit system
  • Capital limit of £16,000 with tariff income between £6,000 and £16,000
  • Maximum award can reach 100% of liability
  • Generally more generous because central government sets the rules

If you're part of a mixed-age couple — one of you has reached pension age and the other hasn't — you're assessed under the working-age rules if you're claiming Universal Credit.

Lone Parents and Family Thresholds

Hillingdon's income bands adjust based on your household type. Lone parents with one child have higher income thresholds than single people without children, and families with two or more children get the highest thresholds.

For example, a single person with assessable income over £180 per week gets nothing. A family with two or more children can have assessable weekly income up to £500 after the applicable earnings disregard and still receive some reduction — though the percentage drops as income rises.

Lone parents also typically qualify for the 25% Single Person Discount on top of their Council Tax Reduction, since children under 18 don't count as adults for council tax purposes. The discount is applied to your bill first, and CTR is then calculated on the reduced amount.

Universal Credit Doesn't Guarantee Full Support

Receiving Universal Credit doesn't automatically place you in the highest CTR band. Hillingdon assesses your UC as income. If you're on UC with no earnings or other unearned income (a "passported" claim), you're placed in Band 3, which gives a 75% reduction — not 100%.

The only way to reach Band 2 (also 75%, but with higher income thresholds) is if the applicant, their partner or a resident child receives a qualifying disability benefit: PIP, DLA, the LCW or LCWRA element, or the Disabled Child element of UC, ESA Support Component, or registered-blind status.

What Doesn't Affect Your Eligibility

A few things that worry people but don't actually disqualify you:

  • Being employed — working doesn't rule you out; it just affects which income band you fall into
  • Owning a car — vehicles aren't counted as capital under the scheme
  • Having a non-dependant adult in your home — they trigger a £12/week deduction from your award, but don't make you ineligible (unless the deduction pushes your award below £3/week)
  • Being self-employed — you're assessed on net profit after business expenses

What Does Disqualify You

  • Savings and capital above £6,000 (combined with your partner)
  • Not being liable for council tax at the property
  • Immigration status with No Recourse to Public Funds
  • The property not being your main home

There's no discretion on the £6,000 capital rule for working-age claimants. Unlike the pensioner scheme, there's no sliding scale — it's a hard cutoff.
