Hillingdon Council Tax Reduction Savings Limit: The £6,000 Capital Cap

The Hard £6,000 Cutoff

Hillingdon's working-age Council Tax Reduction scheme sets the capital limit at £6,000. Capital up to and including £6,000 is disregarded; if the combined assessable capital of you and your partner exceeds this amount by even a single penny, you're completely ineligible — regardless of how low your income is.

There's no taper, no sliding scale and no gradual reduction. Capital at £5,999 qualifies you for the full income-band assessment. Capital at £6,001 disqualifies you entirely. This is one of the bluntest rules in the scheme.

What Counts as Capital

Hillingdon counts all liquid assets held by the applicant and their partner:

  • Current accounts
  • Savings accounts
  • Cash ISAs
  • Premium Bonds
  • Stocks, shares and unit trusts
  • Lump-sum payments held in bank accounts

The council requires two consecutive months of unredacted bank statements for every account you hold. Redacting transactions leads to evidence rejection — they need the full picture to verify the capital total.

What Doesn't Count

Certain assets are disregarded:

  • The home you live in
  • Personal possessions and household goods
  • Motor vehicles
  • The value of any business assets if you're self-employed and still trading
  • Certain compensation payments held in trust

Some lump sums count as capital, while the scheme has specific disregards for certain payments. Check how the council will treat the particular payment before counting it as assessable capital.

Pensioners Get a Different Deal

The national pensioner CTR scheme, which Hillingdon must follow for pension-age residents, uses a £16,000 capital limit with a progressive taper. Savings between £6,000 and £16,000 generate a tariff income of £1 per week for every £250 above £6,000, which reduces your award gradually rather than cutting it off.

Working-age Hillingdon residents don't get this sliding scale. The local scheme chose a flat £6,000 cap with no taper — simpler to administer, but harsher for anyone sitting just above the line.

If You're Close to the Limit

If your savings are near £6,000, the council assesses your capital under the scheme rules. If you deliberately deprive yourself of capital to secure or increase CTR, the council can treat that capital as still yours under the notional-capital rule. Keep records of significant transactions and explain them to the council.

If your capital crosses £6,000 while you're already receiving CTR, you must report it within 21 days through the Change of Circumstances form. The council will end your award, and any overpaid CTR is recovered by increasing your outstanding council tax balance.
