How to Apply for Council Tax Reduction in Enfield Online

Two Ways to Apply

Enfield Council accepts Council Tax Support applications through two online portals. Paper forms are not standard — the process is digital.

Enfield Revenues and Benefits Portal at enfield.gov.uk is the main route. You create an account, fill in the application form, and upload your supporting documents through the same portal. Once submitted, you can track the status of your claim here too.

BetterOff Enfield at enfield.betteroff.org.uk is the alternative. It runs a benefit calculator first to estimate what you might receive, then feeds into a Council Tax Support claim form. Some applicants find this route easier because it shows you what to expect before you commit to the full form.

Both routes end up at the same place — the Revenues and Benefits team assessing your claim.

Before You Start: Documents to Gather

The application will ask you to upload evidence. Having these ready before you begin prevents the claim stalling in a queue waiting for documents:

  • Identity: passport, UK driving licence, or birth certificate — for you and your partner if applicable
  • National Insurance number: DWP allocation letter or any official document showing it
  • Proof of address and liability: tenancy agreement, Land Registry title, or a recent utility bill
  • Income: five consecutive weekly payslips, three fortnightly, or two monthly — showing gross pay, tax, NI, and pension deductions
  • Universal Credit: your full UC assessment statement PDF showing all elements, deductions, and the net payment
  • Bank statements: the last two months for every account you hold — current accounts, savings, ISAs
  • Non-dependant evidence: payslips or benefit letters for any other adults living in your property who are not your partner or dependent children

Self-employed applicants need certified accounts or an HMRC Self Assessment return, plus Enfield's self-employed trading form showing gross turnover and allowable expenses.

Filling in the Form

The form asks about your household composition, income from all sources, savings and capital, and the details of anyone else living in the property.

A few things that trip people up:

Joint assessment: If you have a partner living with you, their income and savings are included in the calculation. You cannot apply as a single person while cohabiting.

Capital means everything: Bank accounts, building society accounts, ISAs, premium bonds, stocks, shares, land, and any property you own besides the one you live in. Your main home is excluded.

Non-dependant adults: Any adult in your household who is not your partner or a dependent child triggers a non-dependant deduction from your award — even if they contribute nothing to the household bills.

After You Submit

Enfield aims to process claims within a standard assessment period, but complex cases take longer, particularly if the council requests additional evidence. You have one month from any evidence request to provide what they need.

In general, a claim made during a week starts on the Monday after Enfield receives it. If you apply within one month of first becoming liable at a new address and occupied the dwelling on the liability start date, entitlement can begin from that date. If you claim Universal Credit or a legacy benefit and submit your Council Tax Support claim within one month of that benefit claim, the start date can align with the benefit's effective date. Council Tax Support is not backdated automatically, so check the start date on your decision notice.

Once assessed, you receive an updated Council Tax Demand Notice showing the reduction as a line-item deduction and a separate CTS Financial Assessment Notice breaking down the calculation.

If You Cannot Get Online

Enfield Hubs and local libraries — Edmonton Green Library and Enfield Town Library among them — have public computers you can use to complete the application. Phone assistance for navigating the online form is available through Enfield Customer Services on 020 8379 1000.

You can also authorise someone else to apply on your behalf — a family member, social worker, or Citizens Advice adviser — with written authorisation or formal Power of Attorney documentation.

The full application process, including what happens when your circumstances change and how to backdate a claim you should have made months ago, is covered in the Enfield Council Tax Reduction guide.
