Enfield Council Tax Reduction Eligibility: Who Qualifies and How Much You Get
What Council Tax Reduction Actually Is in Enfield
Council Tax Reduction — officially called Council Tax Support (CTS) in Enfield — is a discount applied directly to your Council Tax bill. It is not a cash payment. The council calculates what you owe, then reduces that amount based on your income, savings, and household composition.
Every London borough runs its own scheme for working-age residents. Enfield's 2026/27 scheme caps the maximum reduction at 50% for most working-age households, which means even if you qualify, you still pay at least half your bill. Pension-age residents follow separate national rules and can receive up to 100%.
The Basic Eligibility Criteria
To qualify for Council Tax Reduction in Enfield you must meet all of these:
- Be liable for Council Tax on a property in the London Borough of Enfield
- Live in that property as your sole or main residence
- Be working age or pension age — the scheme covers both, but the rules differ
- Have capital and savings below £16,000 — this is the hard ceiling, and there are no exceptions for working-age applicants
- Not be a full-time student — unless you fall into a protected category like a single student parent or a disabled student on qualifying benefits
- Have the right to reside in the UK and not be subject to immigration control with No Recourse to Public Funds
Joint liability matters here. If you live with a partner — married, civil partnership, or cohabiting — the council assesses your income and savings together as one household.
How Much Reduction You Actually Get
For most working-age applicants, the maximum award is 50% of a Band C Council Tax liability. Two caps work together:
- The 50% cap: Your reduction cannot exceed 50% of the assessed liability. If you live in a Band C property with a £2,080 annual bill, the maximum annual reduction is £1,040.
- The Band C cap: If your property is in Band D or higher, Enfield still calculates your entitlement based on the Band C rate. You pay the full difference between your actual band and Band C, plus at least 50% of the Band C amount.
There is a minimum weekly award threshold of £0.50. If the calculation produces anything below 50p per week, you get nothing.

Protected Groups: Who Gets More Than 50%
Two specific groups of working-age residents are exempt from the 50% minimum payment and can receive up to 100% reduction:
- War widows and war widowers — claimants or their partners receiving a War Widow's, War Widower's, or War Disablement Pension
- Single claimants under 25 — including care leavers under 25
Before 2024/25, disabled residents and carers also had protected status. That changed. Households receiving Carer's Allowance, DLA, PIP, or the Universal Credit LCWRA element are now subject to the standard 50% cap, though they can apply to the Council Tax Support Hardship fund for additional help.
Universal Credit Does Not Automatically Give You CTR
This catches out a significant number of Enfield residents. When you claim Universal Credit through the DWP, the council may receive an electronic notification — but that notification is not a claim for Council Tax Reduction. You must apply separately through Enfield's online portal or the BetterOff Enfield portal.
If you are on Universal Credit with earned income, your reduction is calculated using a six-tier income banding system rather than the standard 22.5% taper rate. The band you fall into determines your maximum award percentage, from 50% at Band 1 down to 10% at Band 6.
What Happens Next
Getting the eligibility criteria right is the first step. The actual application requires specific documents — payslips, bank statements, tenancy agreements — and gets particularly complicated if you have non-dependant adults in your household or want to backdate your claim.
If you want the full scheme broken down step by step, including the UC income bands, the hardship fund application, and the backdating rules, the Enfield Council Tax Reduction guide walks through every stage of the claim process with worked examples and printable checklists.
