Enfield Council Tax Reduction Scheme 2026/27: Full Summary

Every London borough designs its own working-age Council Tax Reduction scheme, and Enfield's 2026/27 version carries forward the same core structure adopted in 2024/25. If you're looking at the official scheme summary PDF and wondering what it all means, here's the plain-language version of every rule that affects your bill.

The Core Rules for 2026/27

Enfield's working-age Council Tax Support scheme runs from 1 April 2026 to 31 March 2027. The council formally re-adopted the existing framework with routine upratings — no structural changes from the previous year.

Standard maximum award: 50% of Band C liability. Most working-age claimants pay at least 50% of the Band C Council Tax charge, regardless of income. Protected groups can receive up to 100%. On a typical Band C property in Enfield (approximately £2,080 per year), the standard minimum annual payment is around £1,040.

Band C cap. Even if you live in a Band D, E, F, G or H property, support is calculated as though you're in Band C. You pay the difference between your actual band and Band C in full, on top of the 50% minimum.

Upper capital limit: £16,000. Savings, investments, second properties and other capital above £16,000 disqualify you from Council Tax Support entirely. Where capital falls between the standard lower and upper limits, tariff-income rules apply under the scheme.

Minimum weekly award: £0.50. If the calculated award comes out below 50p per week, it's rounded to zero. You either get at least 50p/week or nothing.

Universal Credit Income Bands

Enfield uses a six-tier banding system for working-age UC claimants with earned income. The higher your net weekly earnings, the lower your maximum award:

Band Single claimant Couple Family (1 child) Family (2+ children) Max award (standard) Max award (protected)
1 £0 £0 £0 £0 50% 100%
2 Up to £55 Up to £55 Up to £55 Up to £55 50% 100%
3 £55.01–£104.60 £55.01–£148.64 £55.01–£203.69 £55.01–£258.74 40% 85%
4 £104.61–£159.65 £148.65–£203.69 £203.70–£258.74 £258.75–£313.79 30% 70%
5 £159.66–£214.70 £203.70–£258.74 £258.75–£313.79 £313.80–£368.84 20% 55%
6 £214.71+ £258.75+ £313.80+ £368.85+ 10% 40%

The thresholds widen for larger households — a single parent with two children stays in Band 2 up to £55/week, while a single person without children drops to Band 3 at £55.01. This recognises higher household costs.

Non-UC Claimants: The 22.5% Taper

Working-age claimants assessed under Enfield's standard means-testing rules rather than the UC earned-income bands are assessed using a 22.5% taper rate. For every £1 of weekly income above the applicable amount, support drops by 22.5p.

This is a smoother curve than the UC bands. Small income changes produce proportionally small award changes, rather than the step-jumps between UC tiers.

Protected Groups

Only two categories of working-age claimants are exempt from the 50% minimum payment in 2026/27:

  1. War widows and war widowers — claimants or partners receiving a War Widow's, War Widower's, or War Disablement Pension
  2. Single claimants under 25 — including single care leavers under 25

Protected group members can receive up to 100% of Band C liability. Before 2024/25, disabled residents and carers also had protected status. Under the current scheme, they're subject to the standard 50% cap, with the discretionary hardship fund available if the remaining bill is unaffordable.

Non-Dependant Deductions

If another adult (not your partner or dependent child) lives in your property, the council deducts a fixed amount from your weekly award:

  • Non-dependant on out-of-work DWP benefits: £5.52/week
  • Non-dependant earning over £511/week gross: £24.60/week (the maximum)
  • Earning between these levels: scaled rates, increased by 20% from previous years

No deduction applies if you or your partner receive DLA care (middle/higher rate), PIP daily living, or Attendance Allowance. Full-time students and under-18s are also exempt from non-dependant deductions.

Backdating

Claims can be backdated up to 12 months if you can demonstrate continuous good cause for the late application. Examples accepted under the scheme include serious physical or mental illness, hospital admission, bereavement of a close family member, severe literacy or language barriers, or incorrect advice from an official source. The burden of proof is on you — the council needs a written explanation supported by evidence.

Hardship Fund (Section 13A)

Enfield operates a discretionary Council Tax Support Hardship (CTSH) fund for households with an active CTS award in payment, a liability shortfall, and exceptional financial hardship. Applications go to [email protected] using the council's dedicated PDF form. You'll need to provide full details of your income, essential outgoings, debts, and any payment arrangements, and agree to accept independent debt and financial-management advice. Awards are discretionary — the council considers each case individually, and there's no guaranteed outcome.

What Hasn't Changed

The 2026/27 scheme maintains complete continuity with the 2024/25 and 2025/26 frameworks. The council applied minor administrative updates, annual statutory upratings aligned with DWP welfare rates, and technical alignments — but the fundamental structure (50% cap, Band C ceiling, UC income bands, protected group definitions, £16,000 capital limit) is unchanged.

If you claimed Council Tax Support last year, your entitlement formula is the same. What may change is the figures — band thresholds, non-dependant deduction rates, and applicable amounts are uprated annually.

How to Apply

Applications go through Enfield Council's online Revenues and Benefits portal or via BetterOff Enfield (enfield.betteroff.org.uk). You need proof of identity, income evidence (payslips, UC assessment statements, benefit letters), bank statements, and details of anyone else living in your property.

Our Enfield Council Tax Reduction guide covers every rule in this scheme summary with worked examples, printable worksheets, and step-by-step application instructions — everything the council's PDF doesn't give you.
