Gold Coast Pensioner Rates Concession: Eligibility, Amount and How to Apply
If you're a pensioner on the Gold Coast, you could be missing out on close to $500 a year in rate relief — a combination of the statewide subsidy and the City of Gold Coast's own pensioner discount that many ratepayers don't realise they can claim together.
What Gold Coast Pensioners Get
Two separate concessions apply:
State Pensioner Rate Subsidy: 20% off your gross council rates, capped at $200 per year. Funded by the Queensland Government, applied as a credit on your rate notice.
City of Gold Coast Local Discount: A flat $298 per year for pensioners receiving 80% or more of the maximum pension rate. This is a council-funded remission, separate from the state scheme.
Combined, that's up to $498 per year off your rates.
The Gold Coast uses an 80% pension rate threshold for its local discount, which means part pensioners receiving less than 80% of the full rate may not qualify for the council component — though the $200 state subsidy still applies if you hold a valid card.
The Paper Notice Fee
Gold Coast Council charges $2.50 per notice for paper rate notices. If you switch to electronic notices, that fee is waived. It's a small amount, but over four quarterly notices it adds up to $10 a year — worth switching for.
Who Qualifies
You need:
- A valid Queensland Pensioner Concession Card (PCC) issued by Centrelink or DVA, or a DVA Gold Card; DVA cards must show a Queensland 'Q' prefix
- For the state subsidy, you must own the property or qualify as a life tenant
- The property to be your principal place of residence
The Gold Coast also recognises eligibility for occupiers under Long Residence Arrangements — certain long-term leases or licences — which is unusual among Queensland councils and may help residents in some manufactured home or retirement community situations.
The Queensland Seniors Card and Health Care Card do not qualify for either the state subsidy or the council discount.

How to Apply
Apply directly through the City of Gold Coast — online via their portal, in person at a customer service centre, or by post. You'll need your rate assessment number, concession card CRN or DVA file number, and a signed CCeS consent for electronic card verification.
If you're in the SEQ water grid area, you'll also want to apply separately to your water retailer for the SEQ Pensioner Water Subsidy (up to $120 per year), which is not included in your council rate concession.
