How to Backdate Council Tax Reduction in Enfield: 12-Month Rule and Good Cause

The 12-Month Backdating Window

Enfield's Council Tax Support scheme allows claims to be backdated by up to 12 months, but only if you can demonstrate "continuous good cause" for the entire period you are claiming back. This is not automatic. You must request backdating explicitly and provide a written explanation of why you did not claim sooner.

If successful, the reduction is applied to your Council Tax account as a credit, reducing your outstanding balance. It does not arrive as a cash refund unless your account is already in net credit beyond the full year's liability.

What "Good Cause" Means

The scheme does not define "good cause" with a specific checklist. Enfield's Revenues and Benefits team exercises discretion, but certain reasons carry weight:

  • Serious illness or hospital admission: a physical or mental health crisis that prevented you from claiming
  • Bereavement: the death of a close family member
  • Severe literacy or language barriers: difficulty understanding or completing the claim
  • Incorrect official advice: for example, incorrect information from a DWP or council officer

The key word is "continuous." You must show good cause for every month in the backdating period, not just the trigger event. If you were hospitalised for two months but had no reason for the remaining ten, the council may only backdate two months.

How to Submit a Backdating Request

Backdating is requested as part of your Council Tax Support application — or as a separate written request if you already have an active claim. Either way, include:

  1. The specific dates you want to backdate from and to
  2. A written statement explaining why you did not claim during that period — be specific about dates, events, and circumstances
  3. Supporting evidence: hospital discharge letters, GP notes, bereavement certificates, DWP correspondence showing UC start dates, refuge referral letters

Submit everything through the Enfield online portal or directly to the Revenues and Benefits team. Keep copies of everything you send.

What Happens to Your Bill

If the backdating request is approved, Enfield recalculates your Council Tax liability for the backdated period. The reduction is credited against your Council Tax account, which typically reduces the remaining instalments for the current year.

If you have already paid the full amount for the backdated months, the credit sits on your account. You would need to request a formal refund if the account is in overall credit.

If the request is refused, you can ask for a written explanation and challenge the decision through the internal review process, then the Valuation Tribunal for England if you disagree with the review outcome.

The Practical Limit

Twelve months is the absolute maximum. If you should have claimed two years ago, you can only recover the most recent twelve months. This is why applying as early as possible matters — every month of delay is a month of reduction you cannot get back.

The Enfield Council Tax Reduction guide includes a backdating evidence chronology template that helps you build a month-by-month case for continuous good cause, along with the specific phrases and evidence types that strengthen a claim.
