How to Backdate Council Tax Reduction in Brent
The one-month backdating limit
Brent's working-age Council Tax Reduction scheme allows backdating of up to one calendar month before the date the council receives your formal written request. Not the date you phoned, not the date you thought about applying — the date the backdate request hits their system.
This aligns with national Universal Credit and Housing Benefit backdating rules. It's a strict boundary and the council has no discretion to extend it.
You must show "good cause"
Getting the backdate approved isn't automatic. You have to prove continuous "good cause" for failing to apply on time throughout the entire period you want covered.
Examples of good cause include:
- Severe physical or mental illness
- Official misdirection by local authority or DWP staff
- Sudden bereavement
Ignorance of the scheme does not satisfy the good-cause test.
How to write a backdate request
Your request needs to be specific and chronological. Generic statements like "I was unwell" won't cut it. Include:
- The exact date you want the backdate to start
- What prevented you from applying on that date
- How the circumstances continued throughout the backdate period
- When the barrier lifted and you were able to apply
- Any supporting evidence — a GP letter, hospital discharge summary, or a screenshot of incorrect advice from an official body
Submit this through the My Account portal alongside your main Council Tax Reduction application, or as a follow-up message if you've already applied.

The UC notification angle
If you recently started Universal Credit, the DWP sends an automated notification to Brent Council. This may help establish the relevant claim start date, but a separate local CTR application is still required. The one-calendar-month limit is measured from when Brent receives the formal written backdate request.
Practical takeaway: apply for CTR within days of starting your UC claim, not weeks later.
What happens if the backdate is refused
You'll receive a Decision Notice explaining why. If you disagree, you can submit a written grievance to Brent's Revenues and Benefits service setting out why you believe the decision was wrong. The council has two calendar months to notify you of its decision. If it rejects your grievance or does not notify you within that window, you can appeal directly to the Valuation Tribunal for England — a free, independent body that can overturn the council's decision.
If Brent gives a decision, appeal to the VTE within two months of it. If there is no notice, appeal within four months of your original filing.
The Brent Council Tax Reduction guide includes a backdating request template with the exact structure Brent's reviewing officers look for, plus a timeline tracker to make sure you don't miss the appeal window.
