Barnet Council Tax Reduction Backdating
If you should have been claiming Council Tax Reduction in Barnet but didn't — because you didn't know it existed, thought Universal Credit covered it, or were too unwell to apply — you may be able to backdate your claim. But Barnet's working-age backdating rules are strict, and the council gives almost no guidance on what actually gets a backdating request approved.
The Time Limits
Working-age claimants: you can request backdating for up to six months before the date your written request is received. Not six months before your claim started — six months before you ask for the backdating specifically. If you applied for CTR in October and request backdating in November, the council looks back from November, not October.
Pension-age claimants: backdating is automatic for up to three months, no questions asked. You don't need to give a reason or provide evidence — the entitlement is backdated as long as you qualified during that period.
"Continuous Good Cause" — What Barnet Actually Requires
For working-age backdating, you must prove "continuous good cause" for failing to claim throughout the entire backdating period. This is the standard that trips most people up.
"Continuous" is the critical word. You need to show that something prevented you from claiming for the whole period — not just the first few weeks. If you were hospitalised for two months and then spent another month recovering at home, but the council thinks you could have applied during the third month, they may only backdate two months.
Recognised grounds include:
- Severe physical or mental illness documented by your GP, hospital discharge letters, or mental health team notes
- Sudden bereavement of an immediate family member, with evidence (death certificate, funeral arrangements)
- Incorrect advice from an official body — if Barnet Council, the DWP, or Jobcentre Plus told you that UC covered your council tax, get that in writing
Vague reasons — "I didn't know about it" or "I was busy" — are routinely rejected. The council wants evidence that a reasonable person in your circumstances could not have applied.
How to Submit a Backdating Request
The request must be in writing. Submit it through Barnet's Benefits General Form online, or post it to the Benefits Department. Include:
- A clear statement of the exact period you want backdated (e.g., "I request backdating from 1 April 2026 to 30 September 2026")
- A continuous timeline explaining why you couldn't apply in each month of that period
- Supporting evidence for every month: GP letters, hospital records, DWP correspondence showing incorrect advice, bereavement documentation
- Proof of eligibility during the backdated period — that your income and savings met the scheme rules throughout

The UC Backdating Shortcut
There's one scenario where backdating happens more smoothly: if you started a Universal Credit claim and Barnet sent you an invitation to apply for CTR. If you complete the local form within one month of that invitation, your CTR is automatically backdated to your UC start date. No good cause argument needed.
This is the most common backdating situation — and also the most commonly missed. People who receive the invitation and ignore it (thinking UC handles everything) lose the automatic backdating window after one month. After that, you're back to the six-month good cause route.
What a Successful Backdate Is Worth
The financial impact of backdating can be substantial. An unemployed single person in a Band C property is entitled to £1,326.95 per year in CTR (70% discount). Six months of backdating is worth roughly £663. Even at Band 2 (50% discount), a six-month backdate recovers about £474.
That's money already sitting on your council tax account as an unpaid balance. A successful backdating request wipes it off.
