Enfield Council Tax Reduction Change of Circumstances: 21-Day Reporting Deadline
What You Must Report
Once you are receiving Council Tax Reduction in Enfield, you have a legal obligation to report any change that could affect your entitlement. This includes:
- Income changes: a pay rise, new job, redundancy, starting or stopping overtime, a change to your UC award
- Household changes: someone moving in or out, a partner moving in, a non-dependant leaving or arriving, a birth or death
- Capital changes: receiving an inheritance, selling a property, savings going above or below £16,000
- Address changes: moving to a different property within or outside Enfield
- Benefit changes: starting or stopping a DWP benefit, moving from legacy benefits to Universal Credit
If a change reduces or ends your award, Enfield can cancel the excess reduction and recalculate your Council Tax liability for the relevant period. The revised demand notice will show any balance due.
The 21-Day Reporting Deadline
Enfield requires changes to be reported in writing or through its online portal within 21 days of the change occurring.
If your pay changes on a Wednesday, report it within 21 days. If a non-dependant moves into your home on a Friday, report that change within 21 days as well.
Keep a record of when each change happened and when you told Enfield. Check the decision notice for how the council applied the change to your account.
How to Report
Report changes through the Enfield online portal — the same account you used to apply. Log in, navigate to the Council Tax Support section, and use the change-of-circumstances reporting tool. Upload any supporting evidence (new payslips, a UC assessment statement, tenancy agreement for a new address).
Report changes within 21 days. A change reported to the DWP, such as in a Universal Credit journal, does not satisfy the separate duty to notify Enfield Council.

What Happens to Your Award
When Enfield processes a change, it reassesses your entitlement for the relevant period. You receive a revised Council Tax Demand Notice showing the adjusted reduction and your new instalment amounts.
If the change increases your entitlement — say a non-dependant moves out — the extra reduction is credited to your Council Tax account. If the change reduces your entitlement, your remaining instalments go up.
For UC claimants, income fluctuations can shift you between bands multiple times in a year. Each shift triggers a recalculation. This is particularly common for zero-hours and agency workers whose hours change monthly.
Keeping an Audit Trail
Keeping a log of when each change happened — the date a non-dependant moved out, the date your hours changed, or the date you received a letter from the DWP — helps document what you reported and when.
If Enfield recalculates your award after a change, your records can help you check the period and figures shown in the revised notice.
The Enfield Council Tax Reduction guide includes a change-reporting log — a printable tracker for recording each change, when you reported it, and the evidence you submitted.
