How to Appeal a Coventry Council Tax Reduction Decision
When to Challenge a Decision
If your Council Tax Support application has been refused or your award seems too low, you have the right to challenge it. Common grounds include the council using the wrong income figure, applying the wrong earnings disregard for your household type, miscalculating your applicable amount, or failing to account for a statutory discount.
Before launching a formal dispute, check your decision notice carefully. The notice shows how the council calculated your excess income and which band you were placed in. Errors in the applicable amount, disregard rate, or non-dependant deductions are the most common mistakes.
Stage 1: Written Grievance to the Council
The first step is a formal written grievance under Section 16 of the Local Government Finance Act 1992. This goes directly to Coventry City Council, not the DWP or any external body.
Your grievance must clearly state what you believe is wrong with the decision. Vague complaints like "my award should be higher" won't get anywhere. Specify the exact calculation error — for example, "the decision notice applies an £8 weekly earnings disregard, but as a lone parent I should receive the £41 disregard."
Where to send it:
- Online through the council's appeal form on coventry.gov.uk
- By post to Benefits Service, Coventry City Council, PO Box 7097, Coventry, CV6 9SL
The council's deadline: They have 2 months to review your case and send a written response. If they agree you were wrongly assessed, they'll issue a revised decision and adjust your council tax account.
Stage 2: Valuation Tribunal for England
If the council rejects your grievance, or if they don't respond within 2 months, you can escalate to the Valuation Tribunal for England (VTE).
Timing is strict:
- If the council responded: you must lodge your VTE appeal within 2 months of their response
- If the council didn't respond: the appeal window opens at 2 months and closes at 4 months from your original grievance
The VTE is an independent judicial body. It reviews whether Coventry City Council correctly applied its local scheme rules and statutory regulations. It does not have the power to change the council's policy — so you can't argue that the 80% cap should be higher, for instance — but it can order the council to recalculate your award if the rules were applied incorrectly.
How to appeal: Submit a paper or online form to the Valuation Tribunal Service, Hepworth House, 2 Trafford Court, Doncaster, DN1 1PN. The appeal is free of charge.

Getting Help With Your Appeal
You don't have to navigate this alone. Several free local services provide specialist help with council tax appeals:
- Central England Law Centre (024 7622 3053) — specialist legal representation for complex benefit appeals and judicial reviews
- Coventry Citizens Advice (0800 144 8848) — general welfare benefits advice and tribunal support
- Coventry Independent Advice Service (024 7652 1100) — community-based benefit and appeal assistance
These organisations can review your decision notice, identify calculation errors, and in some cases represent you at the tribunal hearing.
Band Challenges Are a Different Process
If your dispute is about your council tax band (you think your property is in the wrong valuation band), that's a completely separate process handled by the Valuation Office Agency, not Coventry City Council. Challenging your band through the VOA is free and doesn't require you to pay a claims company.
The Coventry Council Tax Reduction guide includes a step-by-step appeal walkthrough with a template for structuring your Section 16 grievance letter.
