How to Appeal a Council Tax Decision in Croydon
If Croydon Council has refused your Council Tax Reduction claim, calculated it wrongly, or rejected your hardship application, you have a statutory right to challenge the decision. The process has two stages: an internal council review, then an independent tribunal if needed. Both are free, but the deadlines are strict.
Stage 1: Written Review by the Appeals Resolution Team
You can't phone this in. The first step is a formal written grievance submitted directly to Croydon Council's Appeals Resolution Team. This isn't a casual email — it needs to be structured.
Where to send it: Appeals Resolution Team, Resources Directorate, Croydon Council, Bernard Weatherill House, 8 Mint Walk, Croydon CR0 1EA
What to include:
- Your full name and Council Tax reference number
- The property address
- The specific decision date you're disputing
- Clear factual grounds for why you believe the decision is wrong
- Supporting evidence (income calculations, benefit award letters, bank statements that show the council used the wrong figures)
The more specific you are, the better. "I think my award should be higher" won't get anywhere. "My decision letter dated 15 September shows my income as £220/week but my UC breakdown for that period shows net earnings of £195/week, which places me in the 60% band, not the 40% band" gives the review officer something concrete to check.
The 2-Month Council Window
Once the Appeals Resolution Team receives your grievance, Croydon has two months to review the decision and issue a written response. During this period, the council should re-examine the evidence, check its calculations, and either:
- Revise the decision in your favour and issue a new Council Tax demand notice
- Maintain the original decision and explain why in writing
You don't need to do anything during this window except wait and keep records.
Stage 2: Valuation Tribunal for England (VTE)
If the council maintains its decision or fails to respond within two months, you can escalate to the independent Valuation Tribunal for England. You have two months from either:
- The date you received the council's written response (if they maintained the decision), or
- The date the council's two-month review window expired (if they never responded)
VTE appeals are completely free, fully independent of Croydon Council, and handled either online or through formal hearing panels. The tribunal can overturn the council's decision.

What You Can Appeal
The VTE handles disputes about CTS entitlement, calculation amounts, and liability decisions. This includes:
- A refusal of your CTS application
- An incorrect income band calculation
- Wrong non-dependant deductions
- A hardship scheme rejection
- Any factual error in how the council assessed your claim
What the VTE doesn't handle:
- Property banding disputes go to the Valuation Office Agency (VOA) — that's about whether your home is in the right band, which is a separate process entirely
- Complaints about council maladministration or poor service go to the Local Government & Social Care Ombudsman
Practical Tips
Keep copies of everything you send and receive. Send your initial grievance in writing to the address above and keep proof of delivery. Note when the council receives it — that's when its two-month response period starts.
If the council partially revises the decision but you still disagree with the new figure, you can appeal the revised decision through the same route.
The Croydon Council Tax Reduction guide includes an appeals timeline planner, a template for structuring your written grievance, and worked examples showing how to identify calculation errors in your decision notice.
