Council Tax Reduction and Pension Credit: Working-Age and Mixed-Age Rules

The Two Pension Credit Components

Pension Credit has two parts, and they affect Council Tax Reduction differently. Guarantee Pension Credit tops up your weekly income to a minimum level — £238.00 for a single person and £363.25 for a couple (2026/27 rates). Savings Pension Credit is a smaller addition for people who saved for retirement, but it closed to new claimants who reached state pension age after 6 April 2016.

If you or your partner receive Guarantee Pension Credit, your CTR claim is assessed under the national pension-age scheme — even if your partner has not yet reached state pension age. Under the pension-age scheme, you can receive up to 100% reduction, the capital limit is £16,000 (with the first £10,000 ignored for tariff income), and backdating is automatic for three months with no need to prove "good cause."

Mixed-Age Couples Without Guarantee Credit

The rules are less generous if one of you has reached state pension age but you are not receiving Guarantee Pension Credit. Under mixed-age couple provisions introduced alongside Universal Credit, the household is assessed as working-age for CTR purposes. That means your local council's working-age scheme applies — with all its potential restrictions: maximum award caps below 100%, lower capital limits, band caps, and minimum payment requirements.

This catches couples where the older partner draws only the State Pension (with or without Savings Credit) while the younger partner claims Universal Credit. The UC claim routes the entire household into working-age territory.

Receiving Guarantee Pension Credit can move a mixed-age couple onto pension-age assessment. Some couples may also be covered by transitional rules if they have maintained continuous entitlement to Income-based Jobseeker's Allowance, Income-related Employment and Support Allowance, or Income Support that began before the mixed-age rule change. If you think you might qualify for Guarantee Credit but have not applied, the DWP's Pension Credit calculator on GOV.UK gives a quick estimate.

Why It Matters Financially

The difference between working-age and pension-age assessment can be hundreds of pounds a year. Consider a couple in a Band C property where the local working-age scheme caps awards at 80% and imposes a Band B restriction:

Under working-age rules, the maximum CTR might cover 80% of the Band B rate — leaving the household to pay 20% of the Band B amount plus the entire Band C-to-B excess. Under pension-age rules, the same household could receive 100% of the full Band C liability, paying nothing at all.

A Guarantee Credit claim costs nothing to make, and the DWP backdates it for up to three months. If you are on a low income and one of you has reached state pension age, checking Pension Credit entitlement is the single highest-value step before applying for CTR.

Savings Credit and Working-Age CTR

If only the Savings Credit component is in payment (without Guarantee Credit), the household stays on the working-age scheme if the other partner is below pension age. How a working-age scheme treats Savings Credit depends on the council's local rules.

Check your council's scheme document to confirm whether Savings Credit is counted or ignored. If the council has counted it contrary to its own rules, ask for a written review; a neighbouring council's approach does not determine your entitlement.

What to Do

If you are part of a couple where one person has reached state pension age:

  1. Check whether you qualify for Guarantee Pension Credit using the GOV.UK calculator
  2. If you do, claim it — the DWP can backdate Pension Credit by up to three months if you met the conditions during that time
  3. Once Guarantee Credit is in payment, contact your council to have your CTR reassessed under pension-age rules
  4. If you do not qualify for Guarantee Credit, apply for CTR under your council's working-age scheme, and check whether Savings Credit is disregarded

The Council Tax Reduction in England guide explains the mixed-age routing rules in detail and includes a Local Scheme Rule Finder to help you identify exactly how your council treats pension-age benefits within its working-age scheme.
