Pension Credit and Council Tax Reduction — How Guarantee Credit Can Get You Up to 100% Off
Guarantee Credit Is a Passport to the Maximum Council Tax Reduction
If you receive the Guarantee Credit element of Pension Credit, your council must give you the maximum council tax reduction — up to 100% of your bill. No means test, no income taper, no capital limit. The council disregards your entire income and savings. An applicable non-dependant deduction can reduce your award below 100%.
This is called "passporting." Your Pension Credit Guarantee Credit award proves to the council that your income is below the minimum the government says you need to live on. The council doesn't re-examine the figures — it accepts the DWP's assessment.
Savings Credit Alone Doesn't Passport You
If you receive only the Savings Credit element, the rules change. You still apply under the favourable pension-age scheme, but the council runs the full means test. It takes the income and capital figures already calculated by the DWP (sent electronically via the ATLAS data feed), adds the Savings Credit payment itself to your weekly income, and then applies the 20% taper against your applicable amount.
In practice, Savings Credit recipients often still qualify for a substantial reduction. But it won't automatically be 100%.
Confirm the Claim With Your Council
This catches many people out. Pension Credit and council tax reduction are administered by different bodies. The DWP handles Pension Credit. Your local billing authority — the council — handles council tax reduction. Getting Pension Credit does not guarantee a council tax reduction award.
When you apply for Pension Credit by phone, the DWP can transfer your claim data to the council through ATLAS to initiate a CTR claim. Contact your council to confirm it received and processed the information and whether you need to complete a separate CTR application or provide anything else.
Some councils include a CTR prompt in their council tax demand notice. Others don't mention it at all. If you've been on Pension Credit for months or years without claiming council tax reduction, you could be owed money — pension-age claims can be backdated three months.

What Happens When Pension Credit Changes
If your Pension Credit award changes — say you move from Guarantee Credit to Savings Credit only, or your income goes up and your Pension Credit stops — report the change to your council as well. Reporting it to the DWP does not automatically update your local authority's CTR record; the council reassesses your reduction under the standard means test.
You're required to report changes in your circumstances to the council as well. If your reduction drops and you've been overpaid, the council can adjust your account and issue a revised bill for any remaining balance.
How to Check and Claim
Not sure whether you receive Guarantee Credit, Savings Credit, or both? Your Pension Credit award letter spells it out. If you've lost it, call the Pension Credit helpline on 0800 99 1234.
Then contact your local council's benefits team to apply for council tax reduction. Most councils offer online forms, though phone and paper applications are usually available too.
