Council Tax Reduction for Pensioners in England — Who Qualifies and How Much You Get
The Short Answer: Yes, Pensioners Can Get Up to 100% Off
If you've reached the qualifying age for State Pension Credit and you're living on a modest income, you may qualify for a council tax reduction that covers part — or all — of your bill. That qualifying age is increasing from 66 to 67 in stages between 6 April 2026 and 5 March 2028, so check the exact date for your date of birth. The pension-age scheme in England is set by central government under the Council Tax Reduction Schemes (Prescribed Requirements) (England) Regulations 2012, and it's more generous than the working-age version your council designs locally.
That distinction matters. Working-age council tax support varies wildly between councils. Some cap help at 80%. Others restrict it to Band C levels. None of those local restrictions apply to pensioners. Under the national prescribed scheme, pension-age applicants can receive up to 100% reduction of their eligible council tax liability.
Who Qualifies as a "Pensioner" for This Scheme
The test isn't whether you're actually drawing your State Pension. It's whether you've reached the qualifying age for State Pension Credit. The exact date depends on your date of birth.
You qualify even if you:
- Deferred your State Pension
- Don't claim Pension Credit
- Still do a few hours of paid work
If you live with a partner and you've both reached the qualifying age, you claim as a pensioner couple. If one partner has not reached it yet, the rules get more complicated — mixed-age couples are usually assessed under the working-age scheme instead (see our mixed-age couple guide).
What Counts as "Low Income"
The council compares your total weekly income against a figure called your "applicable amount." That applicable amount is built from personal allowances (£238–£256 per week for a single pensioner in 2026/27) plus any premiums you qualify for — disability premiums, carer premiums, or severe disability premiums can push it significantly higher.
If your income falls at or below your applicable amount, you get the maximum reduction. If it's above, the council shaves 20p off your award for every £1 of excess income. That 20% taper is gentler than the working-age equivalent many councils use.

Capital and Savings
Savings below £10,000 are ignored completely. Between £10,000 and £16,000, the council adds a notional "tariff income" of £1 per week for every £500 (or part of £500) above £10,000. Over £16,000, you're excluded — unless you receive Pension Credit Guarantee Credit, which overrides the capital limit entirely.
Your home doesn't count. Undrawn pension pots don't count either. Only liquid savings, investments, and the net value of any second property.
How Much Could You Save
The average Band D council tax in England for 2026/27 is over £2,100 per year. A pensioner couple on Guarantee Credit with no non-dependants living with them would pay nothing. A single pensioner with modest savings and a small occupational pension might see a reduction of £800–£1,500 depending on their exact figures.
The only way to know your number is to apply. The council runs the calculation using the prescribed national formula — there's no discretion involved for pension-age claims.
How to Claim
You apply through your local billing authority — not HMRC, not the DWP. Most councils offer an online form, though many still accept paper applications or phone claims. If you already receive Pension Credit, the DWP can transfer your claim data to the council to start a CTR claim, but this does not guarantee an award. Contact your council to confirm it has received and processed the information and whether you need to provide anything else.
Claims can be backdated up to three months for pension-age applicants without needing to show "good cause." That's three months of council tax you could reclaim simply by applying today.
