Council Tax Reduction for Mixed-Age Couples in England

The Default Rule: Working-Age Scheme Applies

If one partner has reached state pension age and the other has not, the household is generally classified as a mixed-age couple for Council Tax Reduction purposes. The local working-age CTR scheme applies unless the couple receives Guarantee Pension Credit or qualifies for a preserved transitional rule.

This means the council applies its own local restrictions: maximum award caps (often 80% or 85% of liability), lower capital limits (some as low as £6,000), valuation band caps, minimum payment requirements, and taper rates. In a pension-age assessment, the couple would receive up to 100% reduction under nationally prescribed rules with a £16,000 capital limit. The working-age classification can cost hundreds of pounds a year.

The Exception: Guarantee Pension Credit

Receiving Guarantee Pension Credit is a route from working-age to pension-age assessment for a mixed-age couple. If the older partner qualifies for the Guarantee Credit element — whose standard minimum guarantee is £363.25 a week for a couple in 2026/27 — the entire household is treated under pension-age CTR rules, regardless of the younger partner's age or benefit status.

Guarantee Pension Credit is worth checking even if you think your income is too high. The standard minimum guarantee is £363.25 a week for a couple in 2026/27, but eligibility depends on your full circumstances; certain income sources (such as Attendance Allowance, DLA, PIP, and Housing Benefit) are disregarded in the calculation. A couple who assumed they did not qualify may find they are entitled once disregards are applied.

What Does Not Trigger Pension-Age Assessment

Reaching state pension age alone is not enough. Nor is drawing the State Pension, receiving Savings Pension Credit without Guarantee Credit, or having a private pension. Without Guarantee Pension Credit or a preserved transitional rule, the household remains under the working-age scheme.

Some couples may also be covered by transitional rules if they have maintained continuous entitlement to Income-based Jobseeker's Allowance, Income-related Employment and Support Allowance, or Income Support that began before the mixed-age rule change. Check with the council which rules it applied to your case.

How to Check Your Position

Look at the decision notice from your council. It should state whether your CTR was assessed under the pension-age prescribed requirements or the local working-age scheme. If you believe you should be on the pension-age scheme (because you receive Guarantee Pension Credit), but the council has applied working-age rules, challenge the decision in writing.

If you are not currently receiving Guarantee Pension Credit, use the DWP's Pension Credit calculator on GOV.UK to check eligibility. The calculator takes about ten minutes and asks for both partners' income, savings, and housing costs. If you qualify, the DWP can backdate Pension Credit by up to three months if you met the conditions during that time. Once Guarantee Credit is in payment, contact your council to request reassessment under pension-age rules. The CTR increase from the switch can be substantial.

Planning Ahead

If the younger partner is approaching state pension age, the mixed-age restriction disappears once both partners have reached pension age. At that point, the household automatically qualifies for the national pension-age CTR scheme. But you need to tell the council — automatic reclassification does not always happen. Report the change of circumstances when the younger partner reaches pension age and request reassessment.

The Council Tax Reduction in England guide covers mixed-age routing in detail and includes the Local Scheme Rule Finder so you can compare exactly what your council's working-age scheme would give you against the pension-age entitlement — helping you decide whether a Guarantee Pension Credit claim is worth pursuing.
