Council Tax Reduction for Disabled Residents and Carers in Doncaster

How Disability Benefits Protect Your Council Tax Reduction

If you receive Personal Independence Payment (PIP) or Disability Living Allowance (DLA), a disability premium may affect the applicable amount used in Doncaster's Local Council Tax Reduction scheme. That is the baseline figure the council uses to decide how much income you can have before your reduction starts to shrink.

When you or your partner meet the qualifying rules, the council includes a disability premium in that baseline. The higher your applicable amount, the more room your assessed income has before the 30% taper kicks in. Income-related Employment and Support Allowance is a passporting benefit for the maximum award; a disability premium may also affect the applicable amount.

Doncaster's scheme allows awards up to 100% of your council tax liability. There is no blanket minimum payment for low-income residents, so a disabled person with zero excess income genuinely pays nothing.

How Carer's Allowance Works in the Means Test

Doncaster's scheme includes a carer premium in the applicable amount for qualifying claimants. Carer's Allowance and the premium are separate parts of the assessment, so ask the council for a calculation showing how both affect your award.

Doncaster's Council Tax carer disregard has separate criteria. The council lists at least 35 hours of care a week, living in the same property, and caring for someone who receives either rate of PIP daily living or the middle or higher rate of DLA care; other conditions also apply. Ask the council whether this disregard and a separate Council Tax Reduction carer premium apply to you.

The couple disability earnings disregard of £17.10 per week applies where one partner is disabled and the other works. That amount is stripped from assessed earnings before the 30% taper runs, which can save several pounds a week on your council tax bill.

Non-Dependant Deductions and Disability

A common worry for disabled residents is what happens when an adult child or relative lives with them. Normally, Doncaster applies non-dependant deductions — the council assumes another working adult in the house should contribute toward council tax, so your reduction is cut by a fixed amount based on their income.

There is an important exception. If you or your partner receive the care component of DLA at the middle or higher rate, or the daily living component of PIP at either rate, all non-dependant deductions are cancelled. This applies regardless of how much the non-dependant earns. It is one of the strongest protections in the scheme and one of the least well-known.

The Severe Mental Impairment Disregard

If you have a severe mental impairment, the council requires a doctor's certificate and entitlement to a qualifying benefit on its list, which includes PIP and Attendance Allowance. This disregard is separate from Council Tax Reduction and applies directly to the council tax bill itself.

A person living alone with a severe mental impairment qualifies for a full exemption (Class U). A couple where one partner is severely mentally impaired gets a 25% single-person discount, because the impaired person is not counted as a resident. These discounts are applied before the Council Tax Reduction means test runs, which can compound the savings.
