Non-Dependant Deductions and Council Tax in Doncaster

What Non-Dependant Deductions Are

A non-dependant is any adult who lives with you but is not your partner and not financially dependent on you. The most common situation is an adult child living at home, but it also covers elderly parents, siblings, friends, or lodgers who share your home.

The council assumes that any working non-dependant adult in your household should contribute toward the council tax. Rather than chasing them for that contribution, Doncaster reduces your Council Tax Reduction by a fixed weekly amount — the non-dependant deduction. It does not matter whether the non-dependant actually gives you any money. The deduction happens automatically based on their gross income band.

How the Deduction Is Calculated

Non-dependant deductions are set nationally each year and applied to your assessment before your final council tax reduction is calculated. The amount depends on the non-dependant's employment status and gross weekly income:

  • Not working or on certain benefits (Income Support, income-based JSA, income-related ESA, Pension Credit): no deduction
  • Working, earning below the lowest income band: the deduction depends on the applicable income band. One 2026/27 worked example uses a standard deduction of £8.50 per week.
  • Higher income bands: deductions increase with the non-dependant's gross weekly income; check the council's current schedule for the amount that applies to your household.

If you have more than one non-dependant in the household, separate deductions may apply for each one. Two adult children both working full-time can reduce your award by a larger combined amount than one non-dependant.

When Deductions Are Cancelled

There are important exceptions where no deduction is applied regardless of the non-dependant's income:

Care-related exemptions. Doncaster's scheme includes specific care-related exemptions from non-dependant deductions. Ask the Benefits team to confirm whether your disability or care status qualifies and what evidence they need.

Non-dependant on certain benefits. If the non-dependant themselves receives Income Support, income-based JSA, income-related ESA, or Pension Credit, no deduction is applied for them.

Under 18. Children under 18 living in the household are never treated as non-dependants.

Full-time students. A non-dependant who meets the scheme's definition of a full-time student is exempt from the deduction.

Reporting a Non-Dependant Moving In or Out

You must report any change in your household composition to the council within 21 days. When an adult child moves back home or a lodger moves in, the council may add the appropriate deduction to your assessment. Report the actual move-in or move-out date promptly; a late or retrospective change can result in an excess reduction.

If a non-dependant's income changes significantly — they start a new job, lose hours, or go onto benefits — that also needs reporting. A deduction based on a previous full-time salary will continue until the council is told otherwise.

What You Can Do About It

If you believe a deduction is being applied incorrectly — for instance, if your non-dependant is on a qualifying benefit but the deduction is still showing — request a written revision from the council within one month of the decision notice.
