Non-Dependant Deductions for Council Tax Reduction in North Northamptonshire

A non-dependant deduction is a fixed amount subtracted from your council tax reduction award because another adult lives in your home. North Northamptonshire Council assumes that any adult sharing your property should contribute towards the council tax — whether they actually do or not. The deduction comes off your award, not theirs.

Who Counts as a Non-Dependant

A non-dependant is any person aged 18 or over living in your home who is not your partner and for whom you don't receive Child Benefit. Common examples: an adult child who still lives at home, an elderly parent you've taken in, a friend who lodges with you.

People who are not non-dependants (and trigger no deduction): your spouse or civil partner, any child you receive Child Benefit for, a joint tenant who is separately liable for council tax, or a commercial boarder or lodger paying you a market-rate rent.

How Much Is Deducted

The deduction depends on the non-dependant's gross weekly income. The brackets below are those listed in North Northamptonshire's scheme; check the council's current schedule for the weekly deduction amount. The broad tiers:

  • Non-dependant on Income Support, income-based JSA, or UC with no earnings: a baseline minimum deduction applies (the lowest tier).
  • Gross weekly income under £256: a low-tier standard deduction.
  • Gross weekly income £256 to £443: an intermediate deduction.
  • Gross weekly income over £443: the maximum deduction.
  • Qualifying students, under-18s, and people on a qualifying youth training scheme: no deduction at all.

Each non-dependant in your home triggers a separate deduction. Two adult children both earning over £443/week means two maximum deductions taken from your award.

The deduction is based on what the non-dependant earns, regardless of whether they actually hand you any money for the council tax. If your adult son earning £500/week contributes nothing, the council still assumes he should be covering part of the bill.

When Deductions Are Waived

There are important exemptions. No non-dependant deduction applies if:

  • You or your partner receive PIP daily living component or Attendance Allowance. This is the broadest exemption — it wipes out all non-dependant deductions regardless of how many adults live with you or what they earn.
  • You or your partner are registered blind.
  • You or your partner are certified as severely mentally impaired for council tax purposes.
  • The non-dependant is a qualifying student (usually on a course lasting at least one academic or calendar year, with at least 24 weeks of attendance and 21 hours of study each week; a separate rule applies to qualifying students under 20).
  • The non-dependant is under 18 or on a qualifying youth training scheme.
  • The non-dependant receives Pension Credit (this triggers the minimum deduction tier, not a full waiver, depending on the specific circumstances).

If you think a deduction is being applied incorrectly — perhaps you receive PIP daily living and the council hasn't removed the deduction, or your adult child is a full-time student — contact NNC's Benefits Service with evidence (your PIP award letter, the student's enrolment confirmation) and ask for a reassessment.

The Practical Impact

Non-dependant deductions can significantly reduce or even eliminate your council tax reduction. A claimant entitled to the maximum 75% award of, say, £16/week could lose most of that to a high-income non-dependant deduction. In extreme cases, the deductions exceed the award, leaving you with no council tax reduction at all despite being on a low income yourself.

This is why the PIP/Attendance Allowance exemption matters so much. If you qualify for either benefit, make sure NNC has your current award letter on file — it eliminates every non-dependant deduction in one go.

The North Northamptonshire Council Tax Reduction guide includes a non-dependant decoder tool that helps you work out exactly what deductions apply to your household and whether any exemptions should remove them.
