Council Tax When Moving to Newham: Registration, Account Setup, and CTR
Moving into Newham creates a gap that catches people out. You become liable for council tax from the day you move in, but you cannot apply for Council Tax Reduction until you have an active Newham council tax account number — and that account does not exist until you register. The time between moving in and getting the account set up is an arrears gap that can grow quickly if you do not act.
Step 1: Register for Council Tax
Go to newham.gov.uk and register your new address for council tax. You will need:
- Your new address and the date you moved in
- Your full name and date of birth
- Your National Insurance number
- Details of anyone else living at the property
Once registered, Newham issues a council tax account number — a 10-digit reference that appears on your demand notice. This number is required for everything that follows.
If you have just moved and the demand notice has not arrived yet, chase the council on 020 8430 2000 or through the online contact form. You need the account number before you can apply for CTR.
Step 2: Apply for Council Tax Reduction
With your account number in hand, apply for CTR through the Newham online portal. The application process requires your income details, bank statements, and proof of identity — gather all evidence before you start to avoid delays.
The standard effective date for a new CTR award is the Monday after Newham receives your application. But if you claim Universal Credit within one month of becoming liable for council tax at the new address, the CTR start date can be aligned with the date your liability began — closing the arrears gap.
This alignment is not automatic. You need to mention on your CTR application that you have recently started a UC claim, and the dates need to match.
Step 3: Tell Your Old Council
If you are moving from another London borough or council area, you must tell your previous council that you have left. They need to close your old account and stop billing you. If you were receiving CTR at your old address, that award ends automatically — it does not transfer to Newham. You are starting fresh.
Any direct debit you had set up with the old council should be cancelled separately. Councils do not always cancel direct debits when they close an account, and a payment taken after you have moved can take weeks to refund.

What Newham Charges
Newham's 2026/27 council tax saw an 8.99% increase. A Band C property (the most common band in the borough) carries a gross annual charge of £1,728.20. With the single person discount, that drops to £1,296.15. Council Tax Reduction covers up to 70% of the net bill for working-age claimants, leaving a minimum contribution of 30%.
The full band-by-band breakdown shows the charges for every band.
Avoid the Arrears Gap
The biggest risk when moving is the period between liability starting and CTR being approved. If it takes three weeks to register and another two weeks for the CTR decision, you could accumulate five weeks of full council tax liability before any reduction is applied.
To minimise this:
- Register for council tax online on the day you move in
- Start gathering evidence (bank statements, payslips, UC statements) before you move
- Apply for CTR as soon as your account number is issued
- If you have also just claimed UC, mention this on the CTR application so the council can align the dates
If you end up with a short period of full liability that you cannot cover, a payment plan may help spread the cost, and the Section 13A hardship fund is available for genuine cases of financial distress.
Our Newham Council Tax Reduction guide walks through the full application from account setup to decision notice, with a submission tracking log for recording every step of the process.
