Newham Council Tax Payment Plan: How to Arrange One

By default, Newham spreads council tax over 10 monthly instalments from April to January. But if you have fallen behind — or if the 30% minimum payment after Council Tax Reduction is difficult to manage in 10 chunks — you may need a different arrangement.

Standard Instalments

Your annual demand notice sets out 10 equal monthly payments by direct debit. Newham also allows 12 monthly instalments instead of 10 when the tax year starts. If your payments are up to date, the council can spread your remaining instalments through to 1 March. Contact Newham Council Tax on 020 8430 2000 or through the online portal to change the instalment schedule.

Twelve-month instalments reduce the monthly amount by spreading the same total over a longer period. The council does not charge interest for this — it is simply a reallocation of the same annual liability.

When You Have Missed Payments

If you miss an instalment, Newham sends a reminder notice giving you 7 days to pay. If you bring the account up to date within that window, your instalment plan continues as normal.

If you fall behind for a third time after two reminders have been sent, the council issues a final notice. At that point, you lose the right to pay in instalments — the entire remaining annual balance becomes due in one lump sum. This is the moment that pushes many people into council tax arrears, because a four-figure bill arriving all at once is unmanageable for most households.

If you receive a final notice, contact Newham immediately on 020 8430 2000. If the council later sends a summons, its guidance says you can agree to the six-month payment plan shown on the summons or ask the council about an affordable payment arrangement.

Payment Plans After a Liability Order

Once a liability order is granted, the council has more enforcement options — but a payment arrangement is still possible. If the council agrees, payments are typically set at a level that clears the debt within the same financial year or over a reasonable period.

If bailiffs (enforcement agents) have already been instructed, you can still negotiate a payment plan directly with the enforcement company. However, enforcement fees will have been added to the debt by that point.

If You Are Struggling to Pay

If the issue is not a missed payment but the overall affordability of the 30% minimum contribution, payment plans do not solve the underlying problem — they just spread the same unaffordable amount over more months.

In that case:

  1. Check you are getting the full CTR award. Make sure your income and household details are correct and no evidence is missing from your claim. An incorrect non-dependant deduction or a missed disability premium can reduce your award.

  2. Apply for Section 13A hardship relief if the minimum payment is genuinely unaffordable. The hardship fund can reduce or clear the balance in exceptional cases.

  3. Get free debt advice if council tax is one of several debts. StepChange (0800 138 1111) and National Debtline (0808 808 4000) can look at the full picture and negotiate with all creditors, including the council.

Our Newham Council Tax Reduction guide covers the full scheme so you can check your CTR is correct before deciding whether a payment plan or hardship application is the right next step.
