Council Tax Arrears in North Northamptonshire: What to Do and Where to Get Free Help
Council tax arrears escalate fast. If you miss or pay late on an instalment, NNC sends a reminder giving you 7 days to pay. If your account is brought up to date but you fall behind again, NNC may send a second reminder (no more than two in a financial year). If you do not pay or keep to an arrangement, you can lose your right to pay in instalments and receive a Final Notice demanding the full year's balance. From there it moves to a summons, a liability order, and enforcement agents at your door. The earlier you act, the more options you have.
Step One: Check Whether You Should Be Getting Council Tax Reduction
A surprising number of people in arrears are entitled to a council tax reduction they never claimed. In North Northamptonshire, working-age residents on low incomes can get up to 75% off their council tax bill. If your circumstances changed — redundancy, reduced hours, a new Universal Credit claim — and you didn't apply separately to NNC for council tax reduction, that missing claim could be why you're behind.
Apply at northnorthants.gov.uk under the Benefits section. Your entitlement starts from the Monday after the council receives your application. You can also request backdating of up to one month if you can show "good cause" for the delay.
Even if you're already receiving council tax reduction, check that you're also claiming the Single Person Discount (if only one adult lives in your home) and any disability-related reductions you might qualify for. Every discount that reduces your base bill also reduces the 25% minimum contribution under the standard working-age scheme.
Step Two: Contact the Council Before They Contact You
If you've missed payments but no summons has been issued yet, phone NNC on 0300 126 3000 and explain your situation. The council can:
- Set up an affordable repayment arrangement spreading the arrears over several months
- Agree a new payment arrangement if you've lost the right to pay in instalments
- Point you to their in-house budget support team
Councils recover more money through payment plans than through enforcement, so there's a genuine incentive for them to work with you at this stage. The key is making contact before the case moves to the next step.
Step Three: Get Free Debt Advice
If your council tax debt is part of a wider financial problem — if you're behind on rent, utilities, or other priority bills — get professional advice before trying to negotiate with the council yourself. These services are completely free and regulated:
StepChange (0800 138 1111, stepchange.org) — the UK's largest free debt advice charity. They can set up a formal debt management plan and negotiate with creditors on your behalf.
National Debtline (0808 808 4000, nationaldebtline.org) — free phone advice and online tools. They specialise in priority debts like council tax.
Citizens Advice North Northamptonshire — offices in Kettering, Corby, and Wellingborough. They provide face-to-face casework for complex council tax disputes, including challenging liability orders and representing you at hearings. Appointments can be booked but are often several weeks out due to demand.
Community Law Service (Northamptonshire) — specialist welfare rights legal advice, including benefit appeals and tribunal representation.

What Happens if Arrears Escalate
The enforcement timeline in broad terms:
- Reminder notice — issued after you miss or pay late on an instalment. You have 7 days to pay.
- Second reminder — if you bring your account up to date but fall behind again, NNC may send a second reminder; it sends no more than two in a financial year.
- Final Notice — if you do not pay or keep to an arrangement, you can lose the right to monthly instalments and be asked to pay the full year's council tax.
- Summons — NNC applies to the Magistrates' Court for a liability order. Court costs are added to what you owe; check the summons for the exact amount.
- Liability order — once granted, the council has wider powers: they can instruct enforcement agents (bailiffs), apply to your employer for an attachment of earnings, or deduct directly from your Universal Credit or other benefits.
At each stage, contact the council or get debt advice promptly to understand your options. Speaking to the council does not automatically stop recovery action. Even after a liability order is granted, you can still ask about a payment plan.
A Word on Hardship Relief
If you're receiving maximum council tax reduction (75%) and genuinely cannot afford the remaining 25%, you can apply for Section 13A hardship relief — a discretionary fund for exceptional cases. You'll need to show a detailed income-and-expenditure breakdown proving the shortfall is unmanageable. The approval rate is low (about 3% of applications in 2024/25), but it's a route worth knowing about if you've exhausted everything else.
The North Northamptonshire Council Tax Reduction guide covers the full claim process to make sure you're getting every discount you're entitled to — often the best way to prevent arrears from building in the first place.
