What Documents Do You Need for Council Tax Reduction in Cheshire East?

Missing One Document Can Stall Your Entire Claim

Cheshire East Council's online application system requires supporting evidence before they'll process your Council Tax Support claim. Submit without the right documents and your application sits in a queue until you provide them — while the clock keeps ticking on your council tax instalments.

You have one calendar month from your application date to upload everything. If documents arrive after that window, your claim start date resets to the date the evidence is finally received. That's potentially weeks of support lost.

Here's exactly what you need, organised by category.

Identity Verification

At least one of:

  • Valid passport
  • Photocard driving licence
  • Birth certificate
  • EU National Identity Card (for settled/pre-settled status holders)

Photo identification should be current and legible; a birth certificate does not expire. Photograph or scan both sides where applicable.

Income Evidence

If you're employed: Five consecutive weekly payslips, or two consecutive monthly payslips. They need to show gross pay, deductions, and net pay. Payslips older than three months may be rejected.

If you're self-employed: Your most recent audited accounts showing income and expenses. The council may ask for additional trading records.

If you're on Universal Credit: A full breakdown of your latest UC statement. This is the multi-page document from your UC online journal showing every element — standard allowance, housing element, any work allowance, childcare costs, deductions, and total. The single-line summary isn't enough. The council needs to see the breakdown to correctly assess your income bands and confirm that Transitional Protection (if applicable) is being excluded.

Bank Statements

Statements for all bank accounts, building society accounts, ISAs, and investment accounts — yours and your partner's — covering the last two full calendar months.

This means complete months: if you're applying on 15 March, you need January and February statements in full. Partial months don't count.

The council uses these to verify your capital (checking you're under the £6,000 limit) and to cross-check declared income against actual deposits. The council asks for complete statements; check with the Benefits Team before redacting anything.

Online banking screenshots are accepted if they show the account holder's name, account number, sort code, dates, and all transactions. PDF downloads from your banking app work best.

Housing Evidence

  • Tenants: A copy of your current tenancy agreement showing the landlord's name, the property address, the tenancy start date, and the rent amount
  • Owner-occupiers: Mortgage statement or title deed confirming you're the liable person at the property
  • Proof of address: A recent utility bill (gas, electricity, water) or your Council Tax bill showing the property address

You do not need to link your Council Tax account number before applying. Linking it to your Cheshire East online account lets you view award information and balance adjustments later.

Additional Documents for Specific Situations

Non-dependants living with you: The standard deduction is a fixed £11.16 per week, regardless of their income. The council does not use their earnings to set a higher deduction.

Disability benefits: Award letters for PIP, DLA, Attendance Allowance, or Armed Forces Independence Payment. These benefits are disregarded as income but the council needs to see the award to confirm.

Backdating requests: Evidence supporting your good cause — GP letters, hospital discharge papers, correspondence showing misleading advice, or a personal statement explaining the circumstances.

How to Upload

Everything goes through the digital upload function on the Cheshire East benefits portal. Accepted formats include PDF, JPEG, and PNG. Keep file sizes reasonable — compress large scans if needed.

Take clear, well-lit photos if you're using a phone. Make sure every page is readable and no text is cut off at the edges.

The Cheshire East Council Tax Reduction Guide includes a printable evidence checklist you can tick off as you gather each document, so nothing gets missed before you hit submit.
