Evidence Required for Council Tax Reduction in Brent

Why getting the evidence right matters

Incomplete evidence is the single biggest cause of Council Tax Reduction processing delays in Brent. The council gives you 14 calendar days from a formal information request to supply missing documents — and if you miss that window, your application can stall or be refused on the evidence available. Gathering everything before you start the online form saves weeks.

The full evidence checklist

Identity (you and your partner)

You need at least one of:

  • Valid passport
  • UK photocard driving licence
  • National Insurance number card or letter
  • Biometric Residence Permit

Both the main claimant and any partner must provide identity evidence. If you can't find your NI number, it's on payslips, P60s, or benefit letters.

Council tax liability

Proof that you're the person responsible for council tax at the address:

  • Current tenancy agreement (showing your name and the property address)
  • Mortgage statement
  • Land Registry title document

Earned income

For employed residents:

  • 5 consecutive weekly payslips, OR
  • 2 consecutive fortnightly payslips, OR
  • 2 consecutive monthly payslips

These must be the most recent available. Old payslips from six months ago won't be accepted.

Self-employment income

If you're self-employed or in the gig economy:

  • Audited accounts or HMRC self-assessment return
  • Formal income and expenditure ledger covering recent trading periods

The records should show your self-employment income and business costs over a recent trading period.

Universal Credit

Use a full digital breakdown statement from the DWP portal showing the award elements, including the standard allowance, housing element, and disability elements.

Use the full breakdown statement from your UC online account rather than only the summary page.

Bank statements

This is where most applications get stuck. You need:

  • 2 full consecutive months of unredacted statements
  • For every account held by you and your partner — current accounts, savings accounts, ISAs
  • Joint accounts included

"Unredacted" means no blacked-out transactions. The council reviews your capital position and spending patterns. If statements show a balance approaching £6,000, expect the council to check all accounts carefully.

Non-dependant details

For every adult living in your home who isn't your partner, a dependent child, or a commercial boarder, provide:

  • Full name and age
  • Whether they're working or not working

You don't need their payslips — Brent uses flat £8/£20 deductions rather than verifying exact non-dependant earnings.

Upload tips for the My Account portal

  • Photograph documents in good lighting against a dark background
  • Make sure all four corners of the page are visible
  • Bank statements should show the account holder name, sort code, and all transactions — crop nothing
  • If you have trouble with digital access or uploading, ask a Brent Hub about application support

If you struggle with digital access, Brent's Community Hubs (Harlesden, Willesden Green, Kilburn Library) offer assisted sessions where staff can help you scan and upload.

The Brent Council Tax Reduction guide includes a printable evidence audit checklist you can tick off as you gather each document, designed so nothing gets missed before you start the portal.
