Barnet Council Tax Reduction Eligibility

Getting a straight answer on whether you qualify for Council Tax Reduction in Barnet means checking four things: your age, your savings, your income, and your residence status. The council's own pages bury these across multiple documents, so here they are in one place.

The Basic Requirements

You must tick all of these:

  • You're named on the Council Tax account (or your partner is) for a property in the London Borough of Barnet
  • The property is your sole or main home — second homes and empty properties don't qualify
  • You're not a person subject to immigration control under Section 115 of the Immigration and Asylum Act 1999, including someone with limited leave to enter or remain and a No Recourse to Public Funds condition. EU citizens need Settled or Pre-Settled Status with a qualifying right to reside

If you and a partner live together, you're assessed as a single unit — it doesn't matter which of you is named on the bill.

Working-Age vs Pension-Age: Two Different Schemes

Barnet runs two completely separate schemes, and the one you fall under changes everything:

Pension-age (you or your partner has reached State Pension age): the national prescribed scheme applies. Maximum support is 100% of your bill. Capital limit is £16,000, with tariff income applied between £10,000 and £16,000. Barnet has no local discretion to restrict this.

Working-age (everyone else): Barnet's local income-banded scheme. Maximum support is 70% of a Band C equivalent charge. Hard capital limit of £6,000 — one pound over and you get nothing. Income is assessed in monthly earnings bands, not the old taper calculation.

Mixed-age couples who claim Universal Credit are classified under the working-age scheme, except for couples who maintain a continuous legacy Pension Credit award or who were receiving pension-age Council Tax Reduction before May 2019 without a break in the claim.

The Income Test for Working-Age Claimants

Barnet uses six monthly net earnings bands:

Net Monthly Earnings Discount
No earnings / unemployed 70%
Up to £500 50%
£500.01–£800 40%
£800.01–£1,400 25%
£1,400.01–£2,000 12%
Over £2,000 0%

These are rigid thresholds. Earn £500 a month and you get 50% off. Earn £500.01 and you drop to 40%. There's no gradual taper — the bands snap.

The Savings Test

Working-age: if your total household savings, investments and capital exceed £6,000, you get zero Council Tax Reduction. No tariff income, no partial award — it's a hard cutoff.

Pension-age: capital between £10,000 and £16,000 is converted into tariff income, reducing support; capital above £16,000 ends entitlement.

Your main home, personal belongings, and certain life insurance policies don't count towards the capital figure.

Benefits Don't Automatically Qualify You

Being on Universal Credit, Employment and Support Allowance, or any other DWP benefit doesn't mean you automatically get Council Tax Reduction. You must apply separately to Barnet Council — the DWP doesn't do it for you.

What benefits do affect is which earnings band you fall into. Zero UC earnings puts you in Band 1 (70% discount), but if UC records earnings from part-time work, those push you into the corresponding band.

The Barnet Council Tax Reduction guide covers each eligibility rule with worked examples showing exactly what different household types receive under the 2026/27 scheme.
