Barnet Council Tax Reduction for Pension-Age Residents
If you have reached state pension age and live in Barnet, the Council Tax Reduction rules that apply to you are completely different from the working-age scheme — and significantly more generous.
A National Scheme, Not a Local One
Barnet's working-age CTR is a local income-banded scheme with a 70% cap and a £6,000 savings limit. The pension-age scheme is none of that. It is governed by national regulations — the Council Tax Reduction Schemes (Prescribed Requirements) (England) Regulations 2012 — and Barnet has no power to alter, reduce, or restrict it.
That means pension-age residents can receive up to 100% of their actual council tax bill, with no Band C cap and no mandatory minimum payment. The assessment uses the traditional means-tested calculation rather than income bands.
Capital: £16,000 Not £6,000
The capital limit for pension-age claimants is £16,000. Below £10,000, your savings have no effect on your award. Between £10,000 and £16,000, a "tariff income" is added — £1 per week for every £500 (or part of £500) above £10,000. This is far more forgiving than the working-age rule, where anything above £6,000 disqualifies you outright.
Your primary home, personal belongings, and surrender-value life policies are excluded from the capital calculation entirely.
Three-Month Automatic Backdating
Pension-age claimants get a statutory backdating advantage. Your award can be backdated automatically for up to three months before the date you applied, as long as you met the eligibility criteria during that period. You do not need to give a reason or demonstrate "good cause" — the backdating is granted as a matter of right.
Working-age claimants, by contrast, must prove continuous good cause for every day of backdating and are limited to six months. If you recently reached pension age and delayed applying, you are almost certainly owed backdated support.

Mixed-Age Couples
If one partner has reached state pension age but the other has not, the rules depend on your benefit status. Couples claiming Universal Credit are assessed under the working-age scheme regardless of either partner's age. Only couples who maintain a continuous legacy Pension Credit award — or who were already receiving pension-age CTR before May 2019 without a break — qualify for the pension-age rules.
This is one of the most common traps for mixed-age households. If the older partner assumed their age would secure the more generous scheme, the reality of UC migration can come as a shock.
How to Apply
Applications go through Barnet's MyAccount online portal, same as working-age claims. You will need identity documents, your council tax account reference, pension statements, and bank statements covering the last three months.
If you receive Pension Credit, include your full award notice. Barnet still requires a formal CTR application, and the final amount depends on the pension-age means test; Pension Credit does not trigger an automatic CTR award.
