How to Apply for a Rates Rebate in New Zealand

Where to Get the Application Form

The official rates rebate application form is available free from two sources:

  • Online: Download the PDF from govt.nz (search "rates rebate application form") — it's 238KB and prints on standard A4
  • In person: Pick up a copy at your local council customer service centre, council library, or community service point

If you received a rebate last year, many councils (including Christchurch and Auckland) send a pre-printed form with your first rates invoice in July. Check your mail before downloading a blank one.

Retirement village residents under a Licence to Occupy need an additional form — the Retirement Village Resident Rates Rebate Certificate (139KB PDF) — signed by the village operator.

Documents You Need Before You Start

Gather everything for the preceding tax year: 1 April 2025 to 31 March 2026. Not the current year — this trips up first-time applicants.

Income proof:

  • IRD Income Summary or Tax Summary for the 2025/26 tax year
  • Work and Income benefit statements (or sign the consent on the form for the council to verify directly)
  • Bank interest and dividend certificates
  • Overseas pension documentation
  • Self-employed: financial accounts, IR3B or IR10 showing net business profit

Rates documentation:

  • Your 2026/27 annual rates notice from the council
  • Regional council rates notice (if billed separately)
  • Water and wastewater bills from council suppliers (Watercare in Auckland, Selwyn Water if applicable)

Identity and status:

  • SuperGold Card copy (if claiming the higher $46,400 threshold)
  • Power of Attorney documentation (if someone else is filing on your behalf)

How to Submit

Three options for most councils:

Online submission — some councils accept applications through their service portals. Check your council's website. Not all councils have online submission; many still require a signed paper form.

In person — take your completed form and documents to a council customer service centre. Staff can check your application on the spot and answer questions about income inclusions.

By post — mail the signed form with copies of your supporting documents to your council's rating department.

The form includes a statutory declaration that must be signed by you personally. If a family member is helping, they can gather documents and fill in figures, but the ratepayer's signature is required unless a registered Power of Attorney is in place.

What Happens After You Apply

The council verifies your income, rates charges and eligibility against the DIA formula. Processing times vary — Auckland warns of up to two months during peak periods; other councils may be faster.

Once approved, the rebate is credited directly to your rates account. If you pay by direct debit, the council recalculates and reduces your remaining instalments. If you've already paid the full year in advance, the council processes a direct refund.

The DIA reimburses the council for every valid rebate, so there's no cost to the council in granting your claim.

Key Timing

  • Apply early: when your first rates notice arrives in July or August
  • Statutory deadline: 30 June 2027 — no extensions, no backdating to prior years
  • Processing buffer: for Christchurch applications, allow at least 10 working days before your next instalment due date

Missing the deadline means losing that year's rebate permanently. No council officer has the discretion to accept a late application.
