Christchurch City Council Rates Rebate: How to Apply for 2026/27

Christchurch Rates Rebate for 2026/27

If you're a Christchurch homeowner on a lower income, you can claim up to $830 off your annual rates through the national Rates Rebate Scheme. Christchurch City Council processes applications locally on behalf of the Department of Internal Affairs.

The 2026/27 rating year runs from 1 July 2026 to 30 June 2027. Your household income is assessed against the preceding tax year — 1 April 2025 to 31 March 2026. The SuperGold threshold is $46,400; the standard threshold is $33,210.

Automatic Renewal Forms

Christchurch has one of the more streamlined renewal processes in the country. If you received a rates rebate last year, the council automatically sends a pre-printed application form with your first rates invoice in July. You still need to complete it, update your income figures and sign the statutory declaration — rebates don't renew automatically — but the form arrives without you having to chase it.

First-time applicants need to download the form from govt.nz or collect one from a Christchurch City Council customer service hub.

How to Apply

You can submit your application:

  • In person at a Christchurch Customer Hub
  • By post to the council's rating department
  • By phone — call 03 941 8999 or 0800 800 169 for guidance or to request a form

Bring or attach:

  1. Your 2026/27 rates notice
  2. Income proof for 1 April 2025 to 31 March 2026 (IRD income summary, benefit letters, bank interest and dividend certificates)
  3. SuperGold Card copy if you hold one

Allow at least 10 working days before your next instalment due date for processing. Applying in July or August gives the council time to recalculate your instalments so the rebate is reflected in your payments from the start.

Christchurch-Specific Remission Policies

Beyond the national rebate, Christchurch City Council offers several local remission policies:

  • Late payment penalty remissions — if you've had a one-off default due to genuine hardship or administrative error, you can apply to have the penalty waived
  • Wastewater pump electricity relief — for properties with earthquake-installed low-pressure wastewater pumps, the council offers targeted relief on the extra electricity costs
  • Community organisation relief — non-profit sports and community facilities can receive reduced rates

These local remissions are separate applications with their own criteria. The national rebate should be applied for first — any local remission is then calculated against the remaining balance.

Rates Postponement in Christchurch

Christchurch City Council also offers rates postponement for homeowners aged 65 and over, with younger applicants considered on merit. Postponement defers your rates as a loan secured against your property title, with interest charged at the council's borrowing rate.

This is a significant financial decision — the deferred amount compounds over time and is repaid on sale, transfer or death. Christchurch adds administrative and legal registration fees to the debt balance.

Don't Miss the Deadline

The absolute deadline is 30 June 2027. Christchurch City Council cannot accept late applications — that year's entitlement is permanently forfeited.
