Rates Rebate Auckland: How to Apply and Include Watercare Charges
Auckland's Rates Rebate for 2026/27
Auckland homeowners on lower incomes can claim up to $830 off their annual rates bill through the national Rates Rebate Scheme. Auckland Council processes these applications on behalf of the Department of Internal Affairs, and there's one important detail that catches Aucklanders out more than ratepayers anywhere else in the country: Watercare charges.
The 2026/27 rating year runs from 1 July 2026 to 30 June 2027, and your income is assessed against the preceding tax year (1 April 2025 to 31 March 2026). The SuperGold Card holder threshold is $46,400; the standard threshold is $33,210.
Why Watercare Matters for Your Rebate
The rebate formula calculates two-thirds of your total eligible rates above $160. The higher your rates figure, the more rebate you can receive — up to the $830 cap.
Auckland Council explicitly allows you to include Watercare water and wastewater charges in your total rates calculation. These are council-related charges that count as eligible rates under the scheme. Leaving them off shrinks your total and can reduce your rebate.
For residents in the former Papakura District, water charges billed by Veolia Water must be requested separately for the period 1 July 2025 to 30 June 2026. You'll need to contact Veolia and attach their statement to your application manually.
How to Apply Through Auckland Council
Auckland Council accepts applications through several channels:
- Online via the Auckland Council service portal
- In person at any Auckland Council customer service centre
- By post using the downloadable form from govt.nz
Gather these before you start:
- Your 2026/27 Auckland Council rates notice
- Your Watercare invoice (and Veolia statement if you're in the Papakura area)
- Proof of household income for 1 April 2025 to 31 March 2026 — IRD income summary, benefit letters, bank interest certificates, overseas pension statements
- Your SuperGold Card, if applicable
Pay your first quarterly rates instalment on time regardless of your rebate application. Late payment penalties aren't covered by the scheme and they aren't eligible rates for the calculation.

Processing Times
Auckland Council warns that processing takes up to two months during peak periods — particularly August through November when applications flood in after the first rates notice, and again from April to June as the deadline approaches.
Apply early. If your rebate is approved before your next instalment falls due, the council recalculates and reduces your remaining payments automatically. If you've already paid the full year upfront, the rebate is processed as a direct refund to you.
The 30 June 2027 Deadline
The statutory deadline is absolute. If you don't submit your application to Auckland Council by 30 June 2027, your entitlement for the 2026/27 year is permanently forfeited. No backdating, no extensions, no council discretion to accept late applications.
If you're helping an elderly parent apply, don't wait for them to sort it out — the paperwork isn't complicated, but the deadline is unforgiving.
Beyond the Rebate
If the rebate formula leaves you with no rebate or you need more help than it provides, Auckland Council also operates rates remission and postponement policies under its own Long-Term Plan. Remissions are discretionary discounts for specific circumstances; postponement defers rates as a secured loan against your property. Both are separate from the national rebate and have their own application processes.
For a complete walkthrough of the rebate formula, document checklists and how council remissions layer on top of the national scheme, the Rates Rebates in New Zealand guide covers every step for Auckland and other councils.
