Helping a Parent Apply for the Rates Rebate NZ: A Family Helper Guide

When You Are Doing the Paperwork for Mum or Dad

If you are reading this, you are probably the adult son or daughter who handles the bills, chases the bank statements and drives a parent to appointments. The rates rebate scheme is worth up to $830 per year for the 2026/27 rating year, and for a pensioner parent on a fixed income, that is a meaningful reduction in their rates burden. The process is not complicated — but it has a few rules that trip up family helpers.

What You Can Do (and What You Cannot)

You can do almost everything: collect the income evidence, help your parent obtain the IRD summary from myIR, compile the figures, fill in the application form, call the council to check processing times, and even submit the form on their behalf.

What you cannot do is sign the statutory declaration unless you hold a legal Power of Attorney. The ratepayer whose name appears on the council's Rating Information Database must personally sign the declaration as directed on the form. It is a formal statement that the information is true and correct.

If you hold a legal Power of Attorney that explicitly covers property and financial management, you can sign on your parent's behalf. Attach a copy of the POA document to the application. An informal family arrangement — "Mum asked me to handle it" — is not sufficient.

The Documents to Gather

Before you sit down with your parent, collect these for the tax year ended 31 March 2026 (not the current year):

  • 2026/27 rates notice from their council, including regional rates and water/wastewater charges
  • IRD income summary — downloadable from myIR, or your parent can request a printed copy by calling IRD
  • NZ Superannuation details — the gross pre-tax figure, not the after-tax amount deposited in their bank account
  • Bank interest certificates from every bank or credit union where they hold savings or term deposits
  • Overseas pension statements if they receive any pension from another country; ask the council how it wants these amounts converted to NZD
  • SuperGold Card — a copy to attach, if they or their partner hold one (unlocks the $46,400 threshold instead of $33,210)

If your parent lives with a partner, you need all the same documents for the partner too. Both incomes are combined in the calculation, regardless of who owns the property or any contracting-out agreement between them.

The Income Year Trap

This catches more family helpers than any other detail. The 2026/27 rates rebate is assessed against income from 1 April 2025 to 31 March 2026. Not the current financial year. Not the calendar year. If your parent retired partway through that period, their income for the assessed year may include both employment wages and part-year Super — potentially a higher figure than their current pensioner-only income.

Get the IRD summary first. It gives you the definitive gross income figure for the right period.

Submitting the Application

Most councils accept applications in person, by post, or through an online portal. If your parent is mobile, an in-person visit gives council staff a chance to check the documents. Confirm with the council whether it can witness the statutory declaration and what the form requires.

If your parent cannot easily travel, check with the council about its submission options and the form's statutory declaration instructions.

The deadline is 30 June 2027. Applications received after that date are rejected — there is no discretion to extend. Aim to submit in August or September when the first rates notice arrives, so the rebate credit adjusts the remaining instalments.

If Your Parent Is in a Retirement Village

A parent living under a Licence to Occupy agreement in a retirement village is eligible, but the application is more involved. The village operator must complete and sign a Retirement Village Resident Rates Rebate Certificate confirming your parent's unit share of the village's total council rates. This can take time — some village managers are unfamiliar with the process. Start the conversation with the village office early.

What to Do If They Missed Previous Years

There is no backdating. If your parent did not apply for the 2025/26 rating year before 30 June 2026, that entitlement is permanently lost. The lesson: set a calendar reminder each July to start the process when the first rates notice arrives. Make it an annual family task alongside renewing insurance and reviewing the budget.
