How to Appeal a Council Tax Support Decision in Nottingham
Two Stages, Both Free
If Nottingham City Council refuses your Council Tax Support claim or calculates an award you believe is wrong, you have a statutory right to challenge it. The process has two stages, and both are free.
You cannot skip Stage 1. The Valuation Tribunal will not hear your case unless the council has had a chance to reconsider first.
Stage 1: Internal Written Reconsideration
Submit a formal written request for reconsideration within one month of the date on your decision notice. Phone calls do not count. An informal chat with a council officer does not protect your deadline.
Your written request must include:
- Your full name, address, and council tax reference number
- The specific decision date and the calculation you are disputing
- Detailed reasons explaining why the decision is incorrect — not just "I disagree" but exactly what you believe was calculated wrongly and why
- Supporting documents: updated income evidence, bank statements, medical certificates, or anything that was not considered in the original assessment
Send it by post to Admail 4270, Nottingham, NG1 9YZ, or through the council's online contact form. Keep a dated copy of everything you submit.
The council reviews the original decision against your new information and evidence. There is no set timeline for a response, but if two months pass without a written outcome, you can escalate directly to Stage 2.
Stage 2: Valuation Tribunal for England (VTE)
If the council upholds its decision, or simply does not respond within two months, you can appeal to the Valuation Tribunal for England. The VTE is independent of the council and its service is completely free.
You have two months from the date on the council's reconsideration outcome letter to lodge your VTE appeal. If the council never responded, the two-month window starts from the point where two months elapsed after your original reconsideration request.
You can submit the VTE appeal form online or by document form. You do not need a solicitor, a paid representative, or a commercial advocacy firm. The tribunal is designed for self-represented appellants and the proceedings are straightforward.
The VTE can examine your statutory Council Tax Support entitlement, how the means test was applied, whether income or capital was assessed correctly, and whether a Section 13A hardship decision was reasonable.

What the VTE Cannot Do
The VTE handles support and billing disputes. If your complaint is about your property's council tax band — you believe your home should be Band A instead of Band B — that is a separate challenge submitted to the Valuation Office Agency (VOA), not the VTE.
Practical Tips
Start with your decision notice. It shows exactly how the council calculated your award — the income figures they used, the applicable amount, the taper deduction, and the Band B cap. Compare every figure against your actual circumstances. Common errors include:
- Incorrect income figures (especially when UC amounts fluctuate monthly)
- Capital assessed at a date other than the application date
- Non-dependant deductions applied for people who should be disregarded (full-time students, carers)
- Failure to apply disability premiums or carer disregards
The Nottingham Council Tax Reduction guide includes an appeal preparation checklist that walks through every figure on the decision notice so you can identify exactly where the calculation went wrong.
