How to Appeal a Council Tax Support Decision in Central Bedfordshire

When You Can Challenge a Decision

You have the right to dispute any decision Central Bedfordshire Council makes about your Council Tax Support — whether that is a refusal of your claim, an income band you believe is wrong, a rejected backdating request, or a discretionary relief decision. The process follows a mandatory two-stage route: a formal written grievance to the council first, then an independent appeal to the Valuation Tribunal if needed.

One critical point: challenging a decision does not pause your obligation to pay. You must keep paying your billed council tax instalments throughout the grievance and appeal process. If you stop paying, the council can pursue enforcement action regardless of your open dispute.

Stage 1: Formal Written Grievance to the Council

Under Section 16 of the Local Government Finance Act 1992, you must first submit a formal written grievance directly to Central Bedfordshire Council. This cannot be done by phone or through a general contact form — it must be in writing.

Send your grievance to [email protected] or [email protected], or post it to Revenues and Benefits, Priory House, Monks Walk, Chicksands, Shefford SG17 5TQ.

Your letter needs to state clearly:

  • Which decision you are disputing (quote the reference number from your decision notice)
  • The specific grounds — for example, that income was calculated incorrectly, that a benefit disregard was missed, or that backdating good cause evidence was not properly considered
  • Any supporting evidence you want the council to review

The council then has two months to consider your grievance and issue a written response.

Stage 2: Valuation Tribunal for England

If Central Bedfordshire Council rejects your grievance, or fails to respond within two months, you can escalate to the Valuation Tribunal for England (VTE). The VTE is an independent judicial body — it is not part of the council and has the power to overturn the council's decision entirely.

You must lodge your appeal within two months of the council's final written response, or within four months of your original grievance if the council never replied. Appeals are submitted online at valuationtribunal.gov.uk or by email to [email protected] (telephone: 0303 445 8100).

A common source of confusion: Council Tax Support disputes go to the Valuation Tribunal, while Housing Benefit disputes go to the First-tier Tribunal (HMCTS). These are different bodies with different procedures. If you are challenging a council tax support decision, the VTE is the correct route.

What Grounds Work

The strongest appeals are grounded in factual errors: the council included income that should have been disregarded (PIP counted when it should not have been, for instance), applied the wrong household category, or miscalculated your income band. These are verifiable mistakes the tribunal can check against the scheme rules.

Weaker grounds include disagreeing with the scheme itself (the tribunal cannot change the council's adopted scheme) or arguing that the rules are unfair in general terms. You need to show that the rules were applied incorrectly to your specific situation.
