Winnipeg Property Tax Credit — Self-Declaration, 311, and How to Claim
How Winnipeg Property Tax Credits Work
Winnipeg homeowners receive the Homeowners Affordability Tax Credit as an advance directly on their annual property tax statement. The credit — worth up to $1,600 in 2026 — offsets the school tax portion of your bill (the Provincial Education Support Levy and your School Division Levy). It doesn't touch your municipal operating levy, but for most Winnipeg homes, the school tax makes up a significant share of the total.
The Assessment and Taxation Department at 510 Main Street manages the advance. If your principal residence declaration is on file, the credit appears automatically on your tax statement. Winnipeg mailed its 2026 property tax statements in May.
Filing a Self-Declaration
If you've recently purchased a home, changed title, or your tax bill shows no credit advance, file a Principal Residence Self-Declaration by March 15 to have the advance added to the next year's tax bill. If the current year's bill has already been issued, claim that year's credit on your income tax return.
How to submit:
- Online: Through Winnipeg's Assessment and Taxation portal
- Phone: Call 311 and request a declaration form
- In person: 510 Main Street, Winnipeg
- Mail/Fax: Forms available through 311
You'll need your property tax roll number, civic address, names of all registered owners, and confirmation that this is your only HATC-claimed property in Manitoba.
When to Call Winnipeg 311
Dial 311 from within Winnipeg (or 1-877-311-4974 from outside the city) for:
- Confirming whether a self-declaration is on file for your property
- Requesting a declaration form
- Asking about your property tax account balance
- Reporting a missing HATC advance on your bill
- Questions about TIPP enrolment or payment deadlines
The 311 contact centre connects you to the Assessment and Taxation Department for property tax questions. They can tell you the status of your declaration and whether the advance will appear on your next bill.
For questions about the provincial credit policy itself — eligibility rules, the Seniors School Tax Rebate, or disputes about qualification — call the Manitoba Tax Assistance Office at 204-948-2115 instead. Winnipeg 311 handles the municipal billing side; the TAO handles the provincial policy side.

What If the Credit Is Missing From Your Bill?
Check your tax statement when it arrives. The City mailed 2026 statements in May. Look for a line labelled "Provincial Credit Advance" or "HATC Advance" — it should show a deduction of up to $1,600 against your school taxes.
If it's missing:
- Call 311 to check if a declaration is on file. If one is missing, submit one for next year.
- Claim on Form MB479 when you file your income tax return. On the 2025 form, enter the HATC advance received on Line 21 (or $0 if none was received), then enter eligible school taxes after subtracting that advance on Line 20. Check the MB479 for the tax year you are filing. The CRA calculates any remaining credit.
You don't lose the money — the tax return route recovers the identical amount as the bill advance, just on a different timeline.
Winnipeg-Specific Numbers

- Provincial Education Support Levy (7.511 mills): $1,201.76

- Gross school taxes: $2,681.76
- HATC advance: −$1,600.00
