Manitoba Property Tax Help for Low Income Homeowners

What's Available for Low-Income Homeowners

Manitoba's property tax relief system doesn't require you to be a senior or on a pension. The Homeowners Affordability Tax Credit is available to every qualifying homeowner regardless of income, and several additional supports specifically target low-income households.

Here's the full landscape of what's available in 2026:

The HATC — Up to $1,600 With No Income Test

The Homeowners Affordability Tax Credit covers up to $1,600 of school taxes on your principal residence. There's no income test for 2025 or 2026 — if you own and live in the home, you qualify.

For many low-income homeowners, the HATC alone eliminates the school tax portion of the bill. On a home with $1,400 in school taxes, the credit covers the entire amount. Even homes with higher school taxes see a substantial reduction.

If the advance doesn't appear on your property tax statement, claim it on Form MB479 when you file your income tax return. Either way, the money is the same.

The Seniors School Tax Rebate — $235 for 65+

If you or your spouse is 65 or older and your combined family net income is under $63,500, the Seniors School Tax Rebate adds up to $235 on top of the HATC. This is claimed on Form MB479 with your tax return.

TIPP Payment Plans

The Tax Instalment Payment Plan splits your annual property taxes into monthly pre-authorized payments. The number of installments depends on the municipality and when you enroll. It doesn't reduce what you owe, but it prevents the burden of a single large payment — and avoids the 1.25% monthly late-payment penalty that accrues on missed deadlines.

Contact your municipal tax office to enrol. There's typically no fee.

Free Tax Filing Through CVITP

The Community Volunteer Income Tax Program provides free income tax preparation for low-income Canadians. In Manitoba, CVITP clinics are hosted by organizations including:

  • A & O: Support Services for Older Adults — 204-956-6440 or 1-888-333-3121
  • Community Financial Counselling Services — 204-989-1913 or 1-833-215-3359

CVITP clinics operate during tax season (February through April) and handle straightforward returns. Volunteers can file Form MB479 to recover property tax credits you're owed. If you haven't filed in previous years, some clinics can also prepare prior-year returns to recover retroactive credits.

The CRA's suggested income thresholds are $40,000 for one person and $55,000 for two, with higher amounts for larger families. Clinics can adjust these limits based on local needs, so contact a clinic to confirm.

Retroactive Recovery

If you haven't claimed property tax credits in past years, the CRA allows retroactive adjustments for up to three tax years. The recovery can be significant:

  • 2024: Up to $350 (old EPTC)
  • 2025: Up to $1,500 (HATC)
  • 2026: Up to $1,600 (HATC)

That's potentially $3,450 in unclaimed credits over three years, plus the Seniors School Tax Rebate if applicable. File using T1-ADJ, CRA ReFILE, or My Account online.

When Things Get Serious: Tax Arrears

If property taxes have gone unpaid and penalties are accumulating, act before the situation escalates. Manitoba municipalities can eventually pursue tax sale proceedings on persistent arrears.

Steps to take:

  1. Claim every credit — the HATC and SSTR can dramatically reduce what you owe going forward
  2. Enrol in TIPP to manage future payments
  3. Contact your municipal tax office about payment arrangements for arrears
  4. Reach out to CFCS (204-989-1913) — they offer free, non-profit credit counselling and can help structure a plan

The Manitoba property tax credits guide walks through every credit and payment option available, including worksheets for retroactive claims and a comparison of TIPP plans across Manitoba municipalities.
