Which Council Do I Pay Council Tax To: Nottingham City or Nottinghamshire
A Nottingham Postcode Does Not Mean Nottingham City Council
Greater Nottingham sprawls across four separate billing authorities, and a postal address containing "Nottingham" tells you nothing about which one covers your property. Each authority runs its own Council Tax Support scheme with different capital limits, different maximum award percentages, and different application portals.
Check the billing authority before applying so you use the scheme and application route for your address.
The Four Billing Authorities
Nottingham City Council (unitary authority) — covers the city centre and urban wards including St Ann's, Meadows, Clifton, Bestwood, Bulwell, Hyson Green, and Lenton. Typical postcodes: NG1, NG2, NG3, NG5, NG6, NG7, NG8, NG11. Runs the working-age scheme with a £6,000 capital limit, 80% Band B cap, and £5 minimum award.
Broxtowe Borough Council — covers Beeston, Stapleford, Eastwood, and Kimberley. Typical postcodes: NG9, NG16. This is a two-tier area where Broxtowe handles billing and Nottinghamshire County Council levies a separate precept. Broxtowe's Council Tax Support scheme has its own parameters — different from Nottingham City's.
Gedling Borough Council — covers Arnold, Carlton, Mapperley, and Netherfield. Typical postcodes: NG4, NG5, NG14, NG15. Note that NG5 spans both Gedling and Nottingham City — your specific address determines which authority covers you.
Rushcliffe Borough Council — covers West Bridgford, Bingham, and Radcliffe-on-Trent. Typical postcodes: NG2, NG11, NG12, NG13. Again, NG2 and NG11 are shared between Rushcliffe and Nottingham City Council.
How to Check
The only reliable test is the name of the billing authority printed at the top of your council tax bill. Not your postcode, not your neighbourhood name, not your delivery address. If your bill says "Nottingham City Council," that is your billing authority. If it says "Broxtowe Borough Council," you apply through Broxtowe's portal.
If you do not have a bill yet (new tenancy, recently moved), enter your address on the GOV.UK council tax postcode lookup to find your billing authority.

Why This Matters for Council Tax Support
Each billing authority sets its own working-age scheme parameters. Broxtowe, Gedling, and Rushcliffe may have different capital limits, different maximum support percentages, and different approaches to the minimum award floor. A guide written for Nottingham City Council's scheme does not apply across the border in West Bridgford or Arnold.
The boundary confusion is particularly common in the NG5 area (shared between Bestwood in Nottingham City and Woodthorpe in Gedling) and NG11 (shared between Clifton in Nottingham City and parts of Rushcliffe).
For residents confirmed under Nottingham City Council, the Nottingham Council Tax Reduction guide covers the full scheme parameters, application process, and calculation method specific to the city council's working-age and pension-age rules.
