Council Tax Reduction on Universal Credit in Wandsworth

Universal Credit Does Not Cover Your Council Tax

The single biggest misconception among Wandsworth residents moving to Universal Credit is that the DWP handles council tax automatically. It does not. Universal Credit replaces several old benefits — Housing Benefit, income-based JSA, income-related ESA, and others — but Council Tax Reduction sits outside the UC system entirely.

You must submit a separate application directly to Wandsworth Council. If you wait, you lose money: your CTR award starts from the Monday after the council receives your form, not from the date you claimed UC.

Which Scheme Level UC Claimants Fall Under

Wandsworth's 2026/27 local scheme splits working-age claimants into five tiers. Where you land depends on whether you have children, whether you earn anything, and whether you receive disability or carer benefits.

Unemployed on UC with dependent children — Scheme 2 (90% reduction). If neither you nor your partner has earned income and you receive UC, the council covers 90% of your council tax bill, unless another Scheme 1 condition applies (for example, a child under three with no earned income). On a Band D property at £1,020.35 a year, you pay roughly £102.

Unemployed on UC without children — Scheme 3 (75% reduction). If neither you nor your partner has earned income and you have no dependent children, the award is 75%, unless another Scheme 1 condition applies. Your remaining bill on Band D would be about £255 a year.

Working on UC with children — Scheme 4 (80% reduction). If you do not qualify for Scheme 1, your net weekly earnings must be under £250 (one or two children) or £275 (three or more), and capital must not exceed £6,000.

Working on UC without children — Scheme 5 (75% reduction). If you do not qualify for Scheme 1, net weekly earnings must be under £125 (single) or £160 (couple), and capital must not exceed £6,000.

Receiving PIP, DLA, Carer's Allowance, or UC LCWRA — Scheme 1 (100% reduction). Disability and carer benefits can qualify you for this tier, provided earned income remains below the applicable Scheme 4 or Scheme 5 cap and capital is below £16,000.

How Wandsworth Uses Your UC Assessment Statement

When you apply, the council uses the income figures from your most recent UC monthly assessment statement. Upload all pages — not just the summary — because the Benefits Service checks the breakdown.

Two things to watch for:

  • Fluctuating earnings. If your UC stops because your earnings rose in one assessment period, Wandsworth keeps using the last UC earnings figure until you provide updated payslips proving your new income level.
  • Migration notices. If the DWP sends you a migration notice moving you from legacy benefits to UC, apply for Council Tax Reduction with Wandsworth immediately. A gap between your old Housing Benefit claim ending and a new CTR claim starting means weeks with no support on your council tax.

The Separate-Claim Trap

Delaying a separate claim can leave part or all of your council tax bill unpaid while you wait for a CTR decision.

Unpaid bills can become council tax arrears. Keep paying the amounts on your latest bill while a review or appeal is pending; making a grievance or appeal does not suspend your obligation to pay. If you need help with arrears, free advice is available from Citizens Advice Wandsworth, StepChange, or National Debtline. Have your UC assessment statement, two forms of ID, National Insurance number, and two months of bank statements ready for the application.

The Wandsworth Council Tax Reduction guide includes a printable evidence checklist and a scheme-level identifier worksheet so you can confirm which tier you fall under before you start the council's form.
